Senior Financial Analyst

Primary Accountability

The Senior Financial Analyst is responsible for developing complex financial models, conducting research and analysis, assisting with financial planning, and analyzing financial statements and reports.

Description of Primary Responsibilities

1. Develops complex financial models to assist with internal decision-making.
   1. Prepares cost reports and cost-benefit analysis on various sites, departments, or clinical specialties.
   2. Prepares profitability and feasibility studies to assess new opportunities for the organization.
   3. Assembles and summarizes data, presents findings, and makes recommendations to Management.
   4. Reviews financial data and other reports in order to predict current and future financial performance.
   5. Designs multi‑variable, multi‑year financial models incorporating utilization trends, payer mix, reimbursement methodologies, and operational drivers.
   6. Builds scenario‑based forecasts to support strategic planning, risk mitigation, and operational decision‑making.
   7. Produces periodic forecasting, long-range planning, and financial modeling. Analyze actual results against budget, forecast, and prior periods.
   8. Builds and maintains revenue, expense, headcount, cash flow, profitability, and scenario models.
   9. Develop sensitivity analyses to evaluate different business outcomes.
   10. Provide high-level variance and trend analysis. Investigate significant revenue and cost variances, identify trends and risks, determine root causes, and recommend corrective actions.
   11. Identify financial and operational risks, quantify potential impacts, develop scenarios, and recommends mitigation strategies.
2. Performs detailed analysis in response to management requests, including profitability studies, cost-benefit analyses, business cases, benchmarking, and strategic assessments.
   1. Provide analysis to help department leaders and senior management to understand operational performance, challenge assumptions, and provide financial guidance for business decisions.

   3. Prepare monthly and quarterly KPI dashboards, variance analyses, and high-level presentations. Clearly explain the business drivers behind financial performance.
   4. Monitor KPIs, margins, operating expenses, working capital, and other financial metrics.
   5. Identify opportunities to improve profitability and operational efficiency.
   6. Evaluate investments, new initiatives, pricing decisions, cost-saving opportunities, capital expenditures, and other strategic projects using ROI, NPV, IRR, payback, and profitability analyses.
   7. Review work performed by finance analysts, provide technical guidance, establish analytical standards, and mentor less-experienced team members.
3. Responsible for preparing documents and reports for federal, state, and local government agencies.
   1. Prepares Uniform Data System (UDS) report for the Bureau of Primary Health Care and the Annual Utilization Report of Primary Care Clinics for the Department of Health Care Access and Information (HCAI).
   2. Prepares and analyzes cost reports and budget reports for DHCS, HRSA, and other Grant-related entities.
   3. Participates in the audit process as required by federal, state, or local agencies.
   4. Interprets federal and state regulatory changes and translates them into financial and operational impacts.
   5. Prepares financial impact analyses, documentation, and modeling required for Change of Scope PPS rate submissions.
   6. Leads preparation, reconciliation, and analytical review of Medi‑Cal, Medicare, and HRSA cost reports, ensuring accuracy and compliance.
4. Assists in the month-end and year-end close activities and reporting.
   1. Work with Accounting during close, review accruals and financial results, and investigate discrepancies, and ensure management reporting accurately reflects business performance.
   2. Analyzes account balance variances to assess the accuracy of the general ledger.
   3. Develops optimal methods for communicating financial information through the use of graphs, charts, and tables for month-end or year-end presentation.
   4. Prepares schedules and analyses for the annual financial audit.0
   5. Ensures the accuracy of financial data feeding EPM, BI, and reporting systems through reconciliation and validation processes.
5. Responsible for designing, redeploying, and maintaining Enterprise Performance Management (EPM), impacting strategic and technical leadership, decision-making, and strategy.
   1. Partners with the Director of Finance to redesign, redeploy, and maintain the EPM platform, including data structures, driver‑based models, and workflow automation.
   2. Collaborates with IT and Finance leadership to build enterprise dashboards, automate reporting pipelines, and streamline processes using AI automation tools.
   3. Improves forecasting, reporting, and data-management processes. Automates recurring reports and strengthen financial controls and data quality.
6. Responsible for adhering to the Attendance and Absenteeism Policy, recognizing that regular attendance is considered an essential function of all FHCN positions. Absenteeism is not being at work or failing to attend a paid workshop, training, or event unless the absence is protected by law.
7. Ability to present to and work at any FHCN location, both at the beginning of a shift or during a shift, based on business need.
8. Performs other duties as assigned.

Description of Primary Attributes

Professional & Technical Knowledge:

Effective June 1, 2026, all individuals hired into the role must:

1. Possesses specific advanced knowledge skills, including written and verbal communications skills, computational, computer, and technical skills, and mathematical knowledge acquired through one of the following:
   1. Completion of a Bachelor’s Degree program with a recognized major in business with a minimum cumulative GPA of 2.5 is required. A master’s in business administration (MBA) is highly preferred.
   2. If an individual has completed a degree at a higher level than required by the role and had a stronger GPA in that program, they may provide proof of GPA from that degree in lieu of the bachelor’s degree.
2. Seven years of progressive, responsible experience in financial analysis, business administration, general accounting, revenue cycle, or related area, preferred.
3. Have a minimum credit score of 650.

Technical Skills:

1. Ability to create highly complex documents in Microsoft Word, including linking multiple files and embedding objects linked to other documents.
2. Ability to use advanced functions of Microsoft Excel, such as to create and manage databases, including creating standardized reports, or link multiple worksheets and workbooks.
3. Ability to develop sophisticated presentations in Microsoft PowerPoint, including the use of embedded objects, transitions, and other elements.

Licenses & Certifications: None required.

Communications Skills:

1. Job duties require the compilation and analysis of information prepared in effective written form, including correspondence, reports, articles or other documentation.
2. Duties require the preparation and execution of presentations to large groups.

Pay Scale:

Min Salary Rate: $77,053.92
Max Salary Rate: $123,286.27
