Work is of more than average difficulty and involves advanced management, research, written, and analytical skills. Work is performed under general supervision with considerable initiative and independent judgment. Examplesof Duties The following statements describe the principal functions of this job and its scope of responsibility but shall not be considered an all-inclusive listing of work requirements. Individuals may perform other duties as assigned, including working in other functional areas to cover absences or relief, to equalize peak work periods, or otherwise to balance the workload. Leads the Grants Team to create a strategic grant funding plan and provide direction in the establishment of grant oversight and monitoring programs that provides support and guidance to department's financial and program staffs in the management of grant programs to ensure controls and systems are in place to assure compliance with applicable statutes, regulations, policies, procedures, and contracts. Supervises, plans, and coordinates work of assigned staff. Reviews and evaluates employee performance and completes performance evaluations. Counsels staff and initiates commendations or disciplinary action when appropriate. Maintains grants, prepares informational reports, participates in grant agreements, provide program oversight to ensure compliance with fiscal policies and procedures according to federal, state, and local laws, rules, regulations, codes and/or statutes. Oversees or conducts training and technical assistance to County Departments and/or Divisions. Reviews potential funding opportunities; informs other Departments/Divisions of available grants. Reviews reconciliations, accounting records, updates accounting programs/databases as needed, and administers control over expenditures, financial reports, and budget amendments. Reviews and writes grant applications and proposals, program/project budgets, assembles, and submits final application. Liaises with internal grant recipients and external federal, state, local and private funding agencies to ensure compliance with programmatic and fiscal requirements of applications and awards. Reviews Board of County Commissioners agenda requests for approval to appl for grants, award acceptance, contract amendments, budget resolutions and revisions by both the County and funding agencies to include all necessary documentation pertaining to grant funded projects, programs, services, and purchases. Monitors and oversees grant funded purchases, inventory, and disposition of equipment. Compiles and makes available to Funding Agency information needed to complete their assessment of grant dispersal and audits; works with granting agencies on grant management issues as needed. Creates and implements forms and procedures for all phases of the Grant Lifecycle. Assists in the preparation of the End of Year (EOY) reconciliation and reports to Finance for submittal on the Schedule of Expenditures of Federal Awards (SEFA). Performs specialized work researching grants opportunities to support County programs and projects. Responsible for systems that maintain grant records. Develops and implements required procurement clauses for grant-funded solicitations and contracts. Assists departments with grants implementation when necessary. Performs other duties as required. Emergency Response County employees are required to report for work during a state of emergency and are subject to recall around the clock for emergency response operations which may include duties other than those specified in this job description. Employees may request an exemption from this requirement by submitting the appropriate exemption form, subject to review and approval. Typical Qualifications Minimum Qualifications Bachelor's degree from an accredited four (4) year college or university in Business, Public Administration, Economics, Accounting, or a related field preferred. An Associate's degree in a related field and four (4) years of documented experience in grant compliance administration may be substituted for the preferred Bachelor's degree. Four (4) years of grants writing/administration experience. Applicants must submit a resume and cover letter tailored to the position. Licenses, Certifications, or Registrations Must possess and maintain a valid Florida Driver's License or must obtain within 30 days of establishing residency in Florida and be insurable by current insurance carrier, or valid Florida Identification Card is acceptable only for positions not required to drive a county vehicle. NIMS/Incident Command Courses IS100, IS200 and IS700. Preferred Certifications: Grant Professional Certified (GPC), Certified Grants Management Specialist (CGMS). Required Competencies Extensive knowledge of current government and grant budget principles, practices and accounting and reporting procedures, generally accepted accounting principles (GAAP). Knowledge of the functions, organization and administration of federal, state and local governmental organizations. Knowledge of Davis Bacon Requirements. Experience managing subrecipients. Knowledge of frequent funding authorities for the County which may include, but not limited to: FDOT, CDBG, FDEP, USDA, EDA, etc. Ability to analyze a variety of grant problems, to make sound recommendations as to their solutions and to prepare working procedures. Ability to communicate effectively both orally and in writing to influence actions/behaviors by staff in other departments, agencies and consultants. Ability to establish and maintain good working relationships with co-workers, user Departments, officials, and suppliers and have strong leadership skills and be able to work independently. Supplemental Information Physical Requirements/Work Environment Requires sitting most of the day. The job involves frequent lifting and carrying up to 10 pounds, and occasionally up to 20 pounds. The job requires frequent bending, twisting, and occasional squatting, climbing, kneeling, and balancing. The job requires the completion of tasks that involve simple grasping, pushing, pulling, fine manual manipulation, and typing. The job requires normal visual acuity and field of vision, depth perception and color vision, hearing, and speaking.
