Manager II (Adult System of Care)

About the Department Behavioral Health and Recovery Services (BHRS) is committed to behavioral health principles that are responsive to both mental health services and substance use disorders. Our scope of services includes, but is not limited to, inpatient and outpatient psychiatric services, substance use disorder services, behavioral education and prevention, public guardian functions and advocacy. We offer these services throughout Stanislaus County at Behavioral Health and Recovery Services managed sites and partner with community agencies, as well as other County departments. Ideal Candidate The ideal candidate is a person who has experience working in the field of public service, supervising others and managing program operations. The candidate should have a refined knowledge of behavioral health programming and standards under the Department of Health Care Services for the Mental Health Plan and should be committed to improving the quality of services and eliminating inequities and barriers to care for marginalized cultural and ethnic communities. Responsibilities Under the direction of the Chief of Adult System of Care, this Manager II is primarily responsible for the Adult System of Care business functions and Outreach and Engagement programming provided through Behavioral Health and Recovery Services. The role includes the following duties: Assessment and treatment planning Case management Individual and group therapy services Individual and group rehabilitation services Crisis intervention Outreach and engagement services Manage cross‑system functions related to improving service delivery, implementing evidence‑based interventions, and monitoring system services and outcomes Oversight of Outreach and Engagement programs, ensuring high‑quality service delivery and achievement of program outcomes Strategize with leadership to address program performance issues and collaborate on projects with contract service providers and community partners Ensure effective and efficient use of resources, adherence to all BHRS clinical and administrative standards and practices Support monitoring of programs productivity and efficient deployment of services Monitor, track, and complete reports and lead preparation for audits of the Adult System of Care programs Implement strategic initiatives, develop and monitor outcomes, delegate responsibilities and ensure deadlines are met Oversee quality management functions Address personnel matters as needed Manage system‑wide functions related to access to care, focusing on diverse ethnic, cultural, and underserved populations Support system compliance in electronic health records and ensure documentation standards Manage reporting functions, including writing detailed reports, narratives, data graphs and charts Provide after‑hours management support for program staff on a rotating basis Develop and supervise the programming’s fiscal elements Train staff on policies and procedures Assure compliance with department policies and procedures Continuously assess and improve service performance using process improvement techniques Ensure appropriate orientation, in‑service training and continuing education for staff Monitor program expenditures and revenue collection to assure targets are met Confer and consult with supervisory staff on personnel issues; ensure safety and risk management procedures are followed Demonstrate strong verbal and non‑verbal communication skills Show knowledge of and ability to address cultural barriers among the population served Maintain positive and effective community relations Facilitate site licensing and certification; support program development as needed Assist with interface for accessing care for residents and represent BHRS at meetings and conferences, locally, regionally and statewide Facilitate implementation of new programming as needed Perform other duties as assigned Education & Experience Graduation from an accredited college or university with a master’s degree in social work, psychology, counseling, public administration, or a closely related field Two (2) years of progressively responsible management or program coordinator experience in a public or private human services organization performing duties comparable to a Stanislaus County Manager Desired Qualifications Valid license as a Clinical Social Worker (LCSW), Clinical Psychologist, Professional Clinical Counselor (LPCC), or Marriage and Family Therapist (LMFT) Skills & Knowledge Plan, organize and direct the work of staff Motivate, mentor and lead staff Work harmoniously with agency personnel and BHRS partners Remain abreast of developments in behavioral health care population Understand, interpret and apply laws, rules and regulations related to the role Analyze situations accurately and adopt an effective course of action Communicate effectively, orally and in writing, to present findings and recommendations Establish and implement goals and objectives Assist in developing and writing policies and procedures Prepare reports and other documentation clearly and succinctly Be innovative and flexible in managing program operations and problem solving Keep current on behavioral healthcare practices Understand departmental organization and operations Handle regulatory and compliance matters Apply principles and practices of supervision and management Apply Mental Health Services Act requirements and programming Conduct risk assessments Demonstrate multicultural skills, knowledge and experience Adhere to Equal Employment Opportunity principles Use conflict resolution techniques and manage staff dynamics Reduce stigma Prepare departmental reports Basic computer literacy Equal Opportunity Equal Employment Opportunity (EEO) principles guide this hiring process.
