Job Details Announcement Type: TARP - Direct-Hire Authority (DHA) Position Type: Permanent Location: Portland, OR USACE Organization: Northwestern Division (NWD) - Portland District Position Overview In this position, you will perform overall budget programming, ongoing execution, and detailed analysis of the Navigation Division Operations and Maintenance (O&M) Civil Works projects. These projects encompass dredging and related environmental issues and constraints, hydro-surveys on coastal and river ports and channels, and work for other districts. Key Duties Serves as Team Leader and technical adviser, providing oversight for the Navigation Division O&M and Revolving Fund Programs. Oversees the development and execution of the annual revolving fund accounts for facilities and floating plant totaling approximately $90 million. Provides and conducts data and analysis for development of the Navigation Division Operation and Maintenance Civil Works Harbor Maintenance Trust Fund (HMTF) projects. Establishes and maintains constant controls over the ongoing execution utilizing and developing specific accounting reports to determine the status of funds, obligation and expenditure rates. Compiles, consolidates, and analyzes information regarding budget, scheduling of activities, and actual obligations and expenditures pertaining to the programs carried out in Navigation Division. As the senior technical lead for all budget activities, actively participates in District Budget planning and problem‑solving sessions concerned with establishing priorities of ongoing and/or upcoming work programs and provides input regarding necessary reprogramming due to changes in original priorities. Qualifications Minimum Experience Requirement: At least one year of specialized experience equivalent to the GS-11 level in federal service related to the tracking and execution of annual operating budgets using a complex financial management system.
