Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The Watervliet Arsenal is an Army-owned and operated manufacturing center located in New York. It is the oldest, continuously active arsenal in the United States having begun operations in 1813. Responsibilities Develops the General Quality Assurance Program for the Directorate as well as Quality Assurance Programs for each of the specifically assigned mission or non-mission items, which include complete cannon assemblies or other complete items. Creates Quality Process approval sheets and component travelers for all components as requested using data supplied by the Production Planner Route Sheet and the Quality Assurance Provision (QAP) requirements. Analyzes defects in and coordinates the activities of other professionals who are assigned to monitor travelers, planning and quality assurance activities to ensure accuracy between the Quality Assurance Provision (QAP) and travelers are met. Reviews, analyzes, identifies, classifies, and initiates actions to accurately retrieve a large variety of component travelers. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: Your resume must reflect one year of specialized experience to include: (1) Implementing quality control programs from pre-production stage to the package and shipment of finished items; (2) Proficiency with quality assurance methods and techniques for investigating, analyzing and effecting corrective action on quality problems; (3) Performing audits/surveillance of production processes. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
