Senior Transportation Electrification Specialist

Job Description and Duties

Under the general direction of the Supervisor of the Transportation Unit, the Electric Generation System Program Specialist II (EGSPS II) is identified as the most highly skilled practitioner who serves as a prime resource and innovator in the subject matter of electric generation systems. The EGSPS II independently performs the most difficult and complex tasks related to research, planning, and policy development for alternative electric generation, transmission, and distribution systems with a focus on supporting transportation electrification and leveraging electric vehicles as grid resources. This may include technologies such as managed charging, dynamic load management, bidirectional charging, and other innovative methods to integrate electric vehicles with the electricity grid to achieve beneficial outcomes. The EGSPS II provides technical leadership in the planning, development, and implementation of the California Energy Commission’s (CEC) research, development, demonstration, and deployment (RDD&D) and other activities related to transportation electrification, vehicle-grid integration, and zero-emission vehicles and infrastructure; conducts complex analyses including program impacts on technology adoption and policy advancement; and evaluates new technologies and their relationships with electric grid systems. The EGSPS II serves as a subject matter expert with a high degree of knowledge, skill, and expertise beyond the EGSPS I level, conducting the most complex technical and techno-economic analyses of new energy technologies and systems; informs decision-makers on strategies for achieving the state’s energy goals; and fosters governmental and private sector collaboration.

The Energy Research & Development Division deploys over $200 million annually to advance new scientific approaches and technology innovations to meet the state’s clean energy and climate change policy goals, including, but not limited to, the areas of renewable energy supply, building and industrial decarbonization, clean transportation, energy storage, energy distribution, resilience and reliability, and carbon management. The Energy Systems & Transportation Branch (ESTB) supports the development of emerging technologies to enable a clean, reliable, and affordable energy system. The Transportation Unit within ESTB is responsible for overseeing a portfolio of RDD&D efforts focused on innovations that support transportation electrification, vehicle-grid integration, and the adoption of zero-emission vehicles.

Working Conditions

The CEC supports a hybrid workplace model with office-based and remote-centered workers. Limited in-person attendance and occasional travel may be required based on the needs of the division. Regular and consistent attendance is essential to successful performance.  This position is remote-centered, which means the incumbent works 50 percent or more of their time from an alternate work location.

1) Substantial knowledge of research, planning, and policy development around transportation electrification, vehicle-grid integration, and zero-emission vehicles and infrastructure.
2) Ability to analyze and assess innovative vehicle-grid integration technologies and policy frameworks; standards and practices governing deployment and operation of electric vehicle chargers and related electrical infrastructure; and electric grid planning processes and methodologies for transportation electrification.
3) Familiarity with electricity system planning and operation.
4) Ability to provide expert consultative services on the feasibility, impact, or potential of a variety of decisions affecting programs, projects, and proposals.
5) Ability to manage complex energy research, development, demonstration, and deployment projects.
6) Excellent interpersonal skills with the ability to work within a diverse team environment.
7) Ability to evaluate data and develop alternatives or recommendations based on findings.
8) Ability to manage multiple projects, prioritize work activities, and deliver high-quality, timely work products.
9) Ability to communicate effectively and prepare clear, concise, complete, and technically accurate reports, presentations, and correspondence.
10) Ability to review and communicate complicated information in a simple, public-friendly manner.
11) Experience working with computer software such as Microsoft Word, Excel, Access, Power Point, and other applications.
