Property Tax Systems Coordinator

Under the direction of the Property Tax Assistant Manager, the Property Tax Systems Coordinator is responsible for technical work and coordinating several property tax responsibilities including developing and extracting data using SQL code; coordinating, processing and ensuring compliance for required and requested reports including multiple State required PRISM data submissions; accounting functions with reconciliation of a variety of collections, deposit preparation, monthly collection reconciliation to the general ledger, settlement reconciliation before disbursement, refunds for overpayments, and claims for department invoice payments; tax adjustments and abatements; bond certification reconciliation; collection of unpaid fees for miscellaneous invoices; special assessment certification, compliance and processing, and gravel tax certification compliance and audits. In addition to the above responsibilities, this position will provide service to customers and taxpayers with a high level of professionalism, integrity and confidentiality. Responsibilities also include assisting other staff with tax calculations and settlement duties such as estimating tax amounts, proofing calculations and settlements for accuracy; processing land record ownership transfers in the property tax system; and assisting other staff when needed. Responsibilities Develops SQL code that extracts data from the Tax database, troubleshoots data and runs reports for Mn Department of Revenue PRISM reporting requirements for both the Assessors and Property Tax Departments; coordinates process for extremely time‑sensitive State required reports including multiple PRISM submissions each year. Coordinates and leads the process for required City/Township, School District, County and State reports and forms; ensures compliance with deadlines; balances Levy Books to compile information for preparation of Auditor Certificates and End‑of‑Year Certificates that reflect bond ratings for all local jurisdictions; assists with other special reports and/or projects as requested. Compiles and inputs extremely detailed, time‑sensitive, and complex data needed to report information for various documents and reports; produces, generates, analyzes, and assists in ensuring accurate reports are sent per regulatory guidelines to various government agencies. Coordinates accounting functions: reconciling a variety of daily collections; preparing daily deposit information; reconciling monthly collections to the general ledger; settlement reconciliation to the general ledger before disbursing funds; submitting claims for daily overpayments; preparing claims for department invoices received and tracking payment; monitoring unpaid miscellaneous invoices sent by the department in the Accounts Receivable system; corresponding with delinquent customers; and attempting to collect on unpaid fees. Responsible for and leads the process to analyze, calculate, and complete abatements and adjustments to tax bills; processes adjustments to property tax and special assessment charges; analyzes and recommends approval of applications for abatements or added tax adjustments received from taxpayers; processes adjustments and revised tax statements for approved applications; prepares correspondence for denied applications; processes additional tax charges for deferred tax paybacks; and tracks tax data of all adjustments for analysis and reporting purposes. Responsible for and leads special assessment certifications; processes data within the tax system; verifies accurate charges; coordinates adjustments to the charges; calculates and invoices administrative costs. Responsible for and leads bond certifications; responds to certifications timely; tracks bonds; reconciles outstanding bond obligations to certified levies; and researches to resolve discrepancies. Responsible for and leads gravel tax process; identifies and monitors aggregate extraction sites, operators, haulers, and importers; invoices and reviews tax amounts due for compliance; assesses appropriate penalties when required; performs audits of the records of the importer or operator to ensure all taxes are being remitted. Interacts and communicates with high‑level internal employees, external vendors, agencies, and local government officials; attends related meetings; represents the County at these meetings and on committees as assigned. Coordinates special projects as assigned and coordinates assistance and participation from other staff when necessary. Assists staff with settlement and tax calculations; calculates simple and complex tax estimates for customers; proof‑reads tax calculations and statements for accuracy; proof‑reads settlement and disbursement information for accuracy. Processes land record ownerships; processes complex ownership changes in the county property tax system; identifies issues with ownership changes; works with Land Record Department staff to resolve issues; assists with various communications and planning duties, such as mailings, returned mail processing, NCOA follow‑up, daily mail, and inter‑office mail. Provides technical and detailed information to the public regarding current and delinquent property taxes, technical questions relating to MN State laws and State programs; responds to customer inquiries related to payments, delinquencies, tax forfeiture, ownership changes and property tax bills; researches a variety of databases to gather information; researches and certifies taxes paid/unpaid for current and delinquent tax years; and explains a variety of federal, state and county regulations relating to tax calculation procedures, deadlines, and requirements. Completes other complex duties as assigned. Qualifications Associate’s Degree in Accounting, Mathematics, or a related field and two (2) years of experience in banking, accounting or property tax. High School Diploma and four (4) years of experience in public sector, banking, accounting or property tax. MN Department of Revenue Property Tax Administrators Certification as required by MN Statute or the ability to obtain within twelve (12) months. Structured Query Language (SQL) or data model training or the ability to obtain within twelve (12) months.
