Job Description and Duties

Under general direction of the Information Technology Services Division (ITSD), Data Analytics & Reporting Services Information Technology (IT) Manager I, the Senior Business, Data and Software Analyst, is responsible for providing leadership and direction for daily California State Lottery (Lottery) business and technical activities. The duties for this position are focused in the Software Engineering and IT Project Management domains; however, work may be assigned in other domains as needed.

This position is headquartered in Sacramento and is eligible for a hybrid telework schedule. Employees must be able to report to their assigned headquarters office as assigned. Travel expense to and from the assigned headquarters are the responsibility of the employee. Eligibility for telework requires the employee to reside in California per California Government Code Section 14200 which states: “telecommuting means the partial or total substitution of computers or telecommunication technologies, or both, for the commute to work by employees residing in California.

Working Conditions

The Senior Business, Data and Software Analyst will work in a fast-paced environment, with competing priorities, and critical deliverables.

a. Schedule: This position supports the Lottery during normal work hours from 8:00 a.m. to 5:00 p.m. unless otherwise approved by the unit manager. Weekends, long and/or irregular hours, after-hours work, and holiday work may be required.

b. Travel: Statewide overnight travel may be required.

c. Other: This position may be required to carry a Lottery issued cell phone. This position may be required to be reachable outside of normal business hours.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Excellent written and verbal communication skills, experience facilitating meetings, briefings and presentations to all levels of the organization as well as strong interpersonal and customer service skills with the ability to adjust to changing priorities and quickly respond to urgent matters.
• Expert knowledge of Data Analyst methodologies, principles, and practices including planning, requirements analysis, statements of work, and risk management.
• Experience performing critical analysis of complex business problems, data extraction, troubleshooting data anomalies, and presenting findings to key stakeholders and technical staff.
• Experience with Business Intelligence & Data Analytics tools, SQL, Azure, Synapse, Python, Power BI, Visual Studio, Vizio, SharePoint, SQL Server Management Studio, ServiceNow.
• Experience in the development and implementation of policies, procedures, standards, and processes.
• Experience as a lead data analyst on a Business Intelligence or Cloud-based application development team that utilized Microsoft or similar application development products.
• Ability to convey and explain complex problems and solutions to a technical and non-technical audience.
• Experience with establishing and maintaining collaborative relationships.
• Ability to multi-task, prioritize and work independently or as a member of a team with minimum supervision.
• Ability to work independently as a high-level technical specialist and conduct business activities in a professional manner.
