Transportation Safety & Compliance Manager 1
Our Client is a leading asphalt supplier and marketer in the Inland Northwest and Pacific Northwest Regions. With plants across multiple western states, the company supplies a diverse product line of asphalts, polymer-modified asphalt, and asphalt emulsions to the road maintenance and construction industry.
Position OverviewThe Transportation Safety & Compliance Manager 1 plans, directs, and implements organizational safety programs to ensure compliance with applicable federal, state, and local regulations, including but not limited to State Patrol agencies, the Federal Motor Carrier Safety Administration (FMCSA), Department of Toxic Substance Controls, Certified Unified Program Agencies, Department of Fish and Wildlife, U.S. Coast Guard, State Land Commissions, California Air Resources Board (CARB), Occupational Safety and Health Administration (OSHA), California OSHA, and all other regulatory agencies responsible for public safety.
Position ResponsibilitiesConduct periodic internal reviews or audits to ensure compliance procedures are followed and conduct or direct internal investigations of compliance issues.
Protect company assets by establishing compliance standards, anticipating emerging compliance trends, and designing improvements to internal control structures.
Assess compliance and operational risks and develop risk management strategies to ensure regulatory compliance, enforce company policies, recommend new procedures, and minimize legal exposure.
Develop safety and compliance organizational strategies by contributing information, analysis, and recommendations while establishing functional objectives aligned with organizational goals.
Develop, update, maintain, and implement workplace safety policies and procedures in compliance with local, state, and federal OSHA regulations.
Inspect company facilities to identify existing or potential accident and health hazards, determine corrective or preventive measures, implement risk management strategies, and verify corrective actions have been completed.
Update and maintain written policies and procedures related to compliance activities.
Lead investigations involving accidents, incidents, spills, and injuries, and assist in preparing documentation and evidence for hearings, litigation, and insurance investigations.
Develop, implement, and maintain driver qualification files, safety records, and training documentation.
Review driver applications and approve hiring decisions for positions requiring operation of company vehicles.
Administer or direct progressive disciplinary procedures for employees found in violation of FMCSA regulations and Drug & Alcohol Program requirements.
Stay current with federal, state, and local regulations through continuing education, professional publications, networking, and participation in industry organizations.
Support compliance-related human resource strategies, including accountability, policy enforcement, recruitment, selection, onboarding, training, coaching, counseling, performance management, and compensation planning.
Perform other duties as assigned.
Minimum of five (5) years of related experience, education, or certifications.
Minimum of one (1) year of supervisory or leadership experience.
OSHA, HAZWOPER, Confined Space, Transportation Hazmat, and Forklift certifications preferred.
Strong knowledge of federal and state regulations related to motor carrier safety operations.
Ability to conduct field inspections and carry inspection equipment.
Ability to sit for extended periods while working on a computer.
Ability to lift up to 25 pounds.
