Deer Park Refining Limited Partnership (DPRLP) known as PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX, and is a part of the PEMEX group which is a fully integrated oil company in the Americas, working across the entire value chain: exploration, production, industrial processing/refining,logistics and marketing. For more information, please visit our website: PEMEX Job Summary The Environmental Specialist II is responsible for day-to-day management, compliance assurance, and continuous improvement of the refinery's Leak Detection and Repair (LDAR) and fugitive emissions programs. This role serves as the primary liaison between Operations, Maintenance, Engineering, Environmental, and contractor personnel to ensure compliance with applicable federal, state, permit, consent decree, and site requirements. The role also expands to support other programs such as BWON and CWT sampling, investigations, and audits amongst others. Accountabilities & Responsibilities: LDAR Program Management Provide day-to-day oversight and compliance assurance for the refinery LDAR program. Manage fugitive emissions contractors, including staffing, training, safety performance, invoicing, and contract administration. Maintain and improve LDAR databases and software platforms, including SkyBridge desktop and mobile applications. Coordinate leak monitoring activities and ensure regulatory monitoring requirements are completed as scheduled. Stay current on and implement regulatory changes under HON, NSPS Subparts VV/VVa/GGGa, Texas HRVOC (30 TAC Chapter 115), BWON, Subpart QQQ, Method 9, and related rules. Manage the redocumentation of 1 unit per year. Annual 3rd party audit scheduling for TX-HRVOC compliance. Regulatory Compliance Ensure timely first attempt, final repair, and Delay of Repair (DOR) management in accordance with the most stringent applicable requirements. Serve as the site regulatory assurance focal point and SME for all fugitive emissions program elements. Prepare, quality-check, and submit routine and exception reports to regulatory agencies. Maintain complete, audit-ready compliance documentation, procedures, site orders, and records. Lead or support regulatory inspections, environmental audits, agency requests, and consent-decree compliance activities. Emissions Reduction and Field Support Coordinate site-wide Optical Gas Imaging (OGI) camera inspections and follow-up corrective actions. Lead or facilitate investigations of fugitive emission sources and support corrective action development and implementation. Support inventory development and internal environmental reporting activities. Facilitate cross-functional communication and issue resolution between Operations, Maintenance, Engineering, Environmental, HSSE, monitoring personnel, and contractors. Turnaround and Project Support Ensure DORs and fugitive emissions work items are incorporated into turnaround and maintenance work scopes. Support Management of Change (MOC) activities related to equipment additions, removals, and monitoring population changes. Participate in environmental reviews of capital projects and unit modifications that may impact fugitive emissions compliance. Benzene Fenceline Monitoring and Specialized Programs Support benzene fenceline monitoring contractors and analytical vendors, as applicable. Coordinate field investigations associated with elevated benzene monitoring results and support root cause analyses. Compile supporting documentation for corrective actions and compliance demonstrations. Support BWON and CWT compliance activities, including Method 21 monitoring, inspection QA/QC, repair tracking, and conduct sampling activities and/or coordination. Subject Matter Expert for Boiler MACT and conduct necessary inspections and reporting. Qualifications: Minimum Qualifications Minimum 5 years of refinery, petrochemical, environmental compliance, process engineering, operations, or related experience. Working knowledge of LDAR programs, fugitive emissions regulations, and regulatory compliance practices. Experience managing contractors and coordinating cross-functional compliance activities. Strong technical writing, data management, and regulatory reporting skills. Proficiency with Microsoft Office applications and environmental compliance databases. Preferred Qualifications Experience with refinery LDAR software platforms such as SkyBridge or equivalent systems. Familiarity with EPA Method 21 monitoring, Optical Gas Imaging (OGI), BWON, HON, and benzene fenceline monitoring programs. Experience supporting regulatory inspections, environmental audits, and consent decree requirements. Knowledge of refinery operations, maintenance work processes, and turnaround planning.
