JOB OVERVIEW

Provide Civil Engineering Support Services for the DOT Federal Transit Administration (FTA) Region IV San Juan, Puerto Rico Office to furnish "transportation engineering support". The ProSidian Civil Engineer shall work alongside and provide onsite "technical assistance" to the resident Government Employee and receive/support broad work directions from the resident government officials and provide Transportation Sector related Engineering Program / Project Management Solutions for Transportation Engineering Support Services for the FTA Region IV San Juan, Puerto Rico Office Services on behalf of The United States Dept. of Transportation (DOT | FTA). These services are considered part of the ProSidian Transport & Logistics Sector Group with overall focuses being Solutions to Move Transport & Logistics Strategy Forward. under NAICS Code: 541611 - Administrative Management and General Management Consulting Services for the two Federal Transit Administration (FTA) with service(s) also characterized as Transportation Engineering Support Services

Work on the implementation of a discretionary grant program of projects; provide expertise and leadership in the recommendation of grant awards and the administration of the assigned program; and as applicable to certain grant programs, serve as the FHWA Program Modal Coordinator and a Point of Contact in the FHWA-assigned grant program. Serve as a Resident Civil Engineer for the DOT Region IV San Juan, Puerto Rico Office in support of the overall functions of the DOT within the Federal Transit Administration (FTA). FTA satellite office located in San Juan, Puerto Rico. This office falls under the FTA Region IV office located in Atlanta; GA headed by a Regional Administrator. FTA Region IV's responsibilities covers the states of Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, Tennessee, the Commonwealth of Puerto Rico, and the US Virgin Islands. The Civil Engineer position will independently provide support services to satisfy the overall operational objectives of the Federal Transit Administration (FTA) Region IV

RESPONSIBILITIES AND DUTIES

• Actively engage in program-related meetings; offering alternative approaches to solutions and assisting with overcoming challenges.
• Conduct Onsite Inspections and Identify Fleet Management Best Practices
• Coordinates geotechnical and other support to produce client reports in timely manner
• Demonstrate initiative and independence to det priorities and completes work assignments in an accurate, timely, and efficient manner.
• Ensures that procedure is being followed and checks on safety features of the project during the time it is being completed
• Evaluates and reviews design and field engineering changes during construction; ensures work quality and adherence to specifications; and performs related duties as assigned
• Field Investigations: Study and determine the cause and origin of construction defects or structural failures
• Help develop and provide support for best practices and innovative solutions to improve capacity, cost, and quality
• Help stakeholders produce and support the development of construction bid plans and documents, writing roadway design reports, preparing construction cost estimates & design specifications, as well as coordinating with our clients
• Helps follow land use laws and regulations every step of the way
• Maintain capability and capacity to provide technical guidance and training to more junior staff as well as review the work of more junior staff
• Meet due dates assigned by FTA management and provides prompt responses, and periodic updates, as necessary or required, to internal and external requests for information or project review status.
• Operations Support for monitoring visits during project operations. Duties include conducting analysis of complex problems including special studies, as directed.
• Performs forensic assignments within the field of civil/structural engineering expertise based upon a scope of work and budget prepared by the consultant and agreed upon by the client in advance of performing the work
• Post-award Support to conduct inspections of projects during construction and rehabilitation including the coordination of site visit schedules.
• Pre-award Support and conduct onsite visits during the grant development stage and help to identify when the recipient's actual and stated needs are in conflict and assure timely intervention when there are indications that the proposed project will not satisfy the Recipient's actual needs.
• Produces written forensic reports detailing the causes and origins of construction defects and/or structural failures
• Provide Guidance and Assistance with Grants Management
• Provide ongoing Engineering support in Rail, Ferry, and Bus Services to the Puerto Rico FTA Office
• Provide technical assistance to recipients through meetings, conference calls, and communications in a clear, concise, and efficient manner.
• Provide timely customer service to FTA staff, Recipients, and the public in a respectful professional manager.
• Provide Understanding and Compliance of FTA's Objectives and Requirements and provide support to Recipients in understanding compliance with FTA's programs, objectives policies, and requirements.
• Provides forensic, consulting services requiring civil/structural engineering expertise for insurance, legal, industrial and other clients, under general guidance from senior level engineer
• Provides oral and written reports of findings and, when needed, expert testimony
• Recipient Technical Capacity and Capability Reviews and provide support in the review and evaluation of the Recipients' management, organization, and project definition data to assist the FTA in determining the technical capacity and capability of the Recipient, to implement proposed and current Federal projects efficiently and effectively.
• Review and Evaluate Recipient's Fleet Management Plans to review and evaluate recipients' Fleet Management plans. Team ProSidian shall also evaluate the extent to which the Recipient has met the requirement to have a Fleet Management Plan, as well as the Recipient's ability to carry out the Plan.
• Review Recipient's Safety and Security Management Projects to review and evaluate if the Recipient is adequately performing required safety and security management activities for its FTA funded projects.
• Uses many different equations, applications and figures to ensure the proper procedure application items that must take part in and use include chemical testing applications, drafting and design software, electrical test devices and equipment, land surveying techniques and the metric system, to name just a few pertinent items
• Will have the opportunity to provide technical guidance and training to more junior staff as well as review the work of more junior staff.
• Working with a fantastic team supporting Dept. of Transportation - Federal Transit Administration (FTA) projects as well as project delivery throughout across Engineering Support Services requirements for the FTA 4th Region located in Atlanta; GA and covering Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, Tennessee, the Commonwealth of Puerto Rico, and the US Virgin Islands
• Write clear, well organized, researched, and analyzed documents and project issues, which are conveyed in any memos, reports, and presentations, consistent with applicable guidelines and/or instructions.

Qualifications

Desired Qualifications For Civil Engineer - Transportation Engineering | Key Personnel | Program Manager - Exempt 874-1 Consultant Candidates:

• B.S. Civil Engineering degree or higher
• Min 5 years of experience
• Successful completion of a Bachelor of Science (B.S.) or Master of Science (M.S.) Degree in Engineering or a related field from an accredited university or college or A combination of education or training:
• College-level education, training, and/or technical experience that has furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering or related technical fields, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering or related fields.
