Labor Department Operations Coordinator (Equal Opportunity Officer)

Equal Opportunity Officer – Responsibilities Serve as the Labor Commissioner’s designated State-level Equal Opportunity Officer, reporting directly to the Governor and coordinating program compliance with the equal opportunity and non-discrimination requirements in the Workforce Innovation Opportunity Act (WIOA) and related statutes. Serve as CTDOL’s liaison with the Civil Rights Center (CRC). Monitor and investigate CTDOL’s activities and the activities of entities receiving WIOA Title I financial assistance to ensure non‑discrimination and equal‑opportunity obligations are met. Monitor the collection of data required to ensure compliance with non‑discrimination and equal‑opportunity requirements of WIOA. Review CTDOL and American Job Center partners’ written policies to ensure they are non‑discriminatory. Develop and publish CTDOL’s procedures for processing discrimination complaints under the relevant statutes. Track discrimination complaints filed against recipients. Develop procedures for investigating and resolving discrimination complaints, ensuring procedures are followed, and make available to the public, in appropriate languages and formats, the procedures for filing a complaint. Conduct outreach and education about equal‑opportunity and non‑discrimination requirements and how an individual may file a complaint. Oversee the development and implementation of the federal Non‑discrimination Plan. Consult regularly with staff of American Job Centers and colleagues within CTDOL to develop and implement data collection and reporting procedures. Minimum Qualifications – General Experience Eight (8) years of technical‑level experience in counseling, employment placement, veterans employment and training support services, public contact work, human service programs, community action programs, job service, unemployment insurance, or employment and training functions. Two (2) years of the General Experience must have been spent coordinating complex programs, agency operations, and/or acting in a consultative capacity in problem resolution. Minimum Qualifications – Substitutions Allowed College training may be substituted for General Experience at a ratio of fifteen (15) semester hours per one‑half year of experience, up to a maximum of four (4) years for a Bachelor's degree. A Master’s degree may be substituted for one (1) additional year of General Experience. Preferred Qualifications Experience monitoring policies and procedures for compliance with Equal Opportunity or Equal Employment Opportunity rules. Experience taking, reviewing, and investigating Equal Opportunity or Equal Employment Opportunity complaints, determining which complaints fall within the EO Officer’s purview versus referrals. Experience developing federal or state‑mandated non‑discrimination plans and their contents. Experience preparing workforce demographic data reports and regulatory compliance reports. Experience establishing and monitoring interpreter services and language translation services, including American Sign Language interpreters. Experience training employees on Equal Opportunity or Equal Employment Opportunity policy and procedures.
