Job Description

Under general direction, plans, organizes, manages, and directs the activities and operations of the City's Information Technology Division, including enterprise systems administration, network infrastructure, cybersecurity, technology planning, telecommunications, business applications, and end-user support; develops and implements technology strategies and policies; manages technology projects, contracts, and budgets; provides oversight of information security programs and technology initiatives; coordinates assigned activities with City departments, consultants, vendors, and outside agencies; and provides highly responsible and complex professional support to executive management.

Plans, manages, and oversees the daily functions, operations, and activities of the City's Information Technology Division, including enterprise systems administration, network infrastructure, cybersecurity, technology planning, telecommunications, business applications, and end-user support.

Participates in the development and implementation of goals, objectives, policies, and priorities for the division; continuously monitors the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities and makes recommendations for improvement.

Participates in the development, administration, and oversight of division budget; determines funding needed for staffing, equipment, materials, and supplies; ensures compliance with budgeted funding.

Directs the selection, supervision, training, and evaluation of assigned personnel; establishes performance expectations; provides coaching and corrective action; implements discipline in accordance with policy.

Oversees enterprise technology strategy and planning efforts; develops long-range technology plans and initiatives aligned with organizational objectives and service delivery needs.

Directs cybersecurity and information security programs; establishes policies, standards, and procedures to protect systems, networks, and data; ensures compliance with applicable regulations and security practices.

Oversees incident response, disaster recovery, and business continuity planning; ensures the development, testing, and maintenance of plans to support continuity of operations.

Directs the administration and support of enterprise applications and systems; ensures system performance, integration, reliability, and alignment with operational requirements.

Oversees the management and maintenance of technology infrastructure, including network systems, telecommunications, cloud environments, servers, and data storage systems; ensures system availability, capacity planning, and lifecycle management.

Directs the development, solicitation, and administration of contracts for technology services and projects; prepares scopes of work and specifications; evaluates proposals, negotiates terms, and monitors contractor performance.

Prepares and presents staff and agenda reports and other necessary correspondence related to assigned activities and services; presents reports to various commissions, committees, and boards.

Conducts a variety of organizational and operational studies and investigations; recommends modifications to assigned programs, policies, and procedures, as appropriate.

Serves as a liaison for assigned functions with other City departments, divisions, and outside agencies; provides staff support to commissions, committees, and task forces as necessary.

Attends and participates in professional group meetings; stays abreast of new trends and innovations in information technology; researches emerging products and enhancements and their applicability to City's needs.

Monitors changes in laws, regulations, and technology; evaluates impacts to operations; implements approved policy and procedural changes.

Receives, investigates, and responds to difficult and sensitive problems and complaints in a professional manner; identifies and reports findings and takes necessary corrective action.

Directs the establishment and maintenance of working and official division files.

Ensures staff compliance with City and mandated safety rules, regulations, and protocols.

Knowledge of administrative principles and practices, including goal setting, program development, implementation, and evaluation, and supervision of staff. Ability to plan, organize, oversee, and manage the staff and operations of the Information Technology Division. Develop and implement goals, objectives, practices, policies, procedures, and work standards. Prepare and administer large and complex budgets; allocate limited resources in a cost-effective manner. Minimum Qualifications

Experience: Six (6) years of professional level experience in the information technology field, with at least three (3) years of supervisory experience. Training: Bachelor's degree from an accredited college or university in computer science, information technology, cyber security, or a related field. License or Certificate: Possession of an appropriate, valid driver's license and insurability at regular rates for the City's automobile insurance, to be maintained throughout employment. Possession of a valid CompTIA A+ Certificate, to be maintained throughout employment. Special Requirements: Ability to work in a standard office environment; ability to sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, climb, and lift 50 lbs.; exposure to mechanical hazards and electrical hazards; ability to travel to different sites and locations.

Benefits

Fifteen (15) days of holidays per year. Vacation is available after successful completion of the employee's probationary period. Accrual of eight (8) hours of vacation leave per month of service for years one (1) through five (5) of employment (maximum of 500 hours accrual). The accrual rate is eight (8) hours of sick leave per month of service (maximum of 420 hours accrual). Other leaves provided include bereavement (up to 5 days) and jury duty. Twelve (12) days of administrative leave per year (maximum of 380 hours accrual). The City shall pay the median amount of all medical insurance offered for medical insurance (HMO or PPO) premiums, (currently $2,519.53 per month) for the employee and two dependents. The City's dental plan pays up to two ($200) dollars per month of the premium for either the Dental HMO or PPO. The City will provide a vision reimbursement plan with up to eight hundred fifty ($850) dollars for employees or their family.
