Supervisory Civil Engineer

This position is located in the District Department of Transportation (DDOT), Infrastructure Project Management Administration (IPMA). The purpose of this position is to serve as Program Manager for project development and construction management projects. It plans, designs, and carries out projects, studies, and program operations. This position provides supervision and leadership to a multi‑disciplinary team of civil engineers, landscape architects, and environmental engineers, ensuring compliance with local and federal regulations. The incumbent uses resourcefulness and initiative to handle various situations that affect implementation of hydraulics and green infrastructure. It supervises professional and field personnel, selecting, training, motivating, and evaluating staff to maximize professional development and productivity. As a technical authority, the incumbent has wide latitude to independently lead, direct, and manage construction and rehabilitation projects involving bridges, tunnels, and other transportation‑related projects with significant problems, cost issues, and policy controversies. Duties and Responsibilities Serves as Program Manager for the Project Management Support Division. Reviews, analyzes, and makes recommendations to the supervisor or other appropriate staff regarding new or revised design policies, practices, and procedures. Reviews complex transportation design programs for conformity to the District’s established standards, policies, and objectives. Monitors and advises the Infrastructure Project Management Teams (IPMTs) to ensure uniform policies, guidelines, and standards are followed. Provides expert technical guidance and assistance to the agency, division, and others on citywide and regional programs. Provides guidance to the IPMT regarding the design and management of design programs and their construction schedules. Considers factors such as economics, route location, traffic behavior, and vehicle characteristics. Directs and oversees division engineers in reviewing the work of the IPMTs for technical soundness, quality assurance, completeness, and adherence to established standards, policies, objectives, priorities, and schedules concerning designs of projects and engineering matters. Qualification and Education Degree: Engineering. To be acceptable, the program must (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first‑year physics and chemistry) in five of the following seven areas of engineering science or physics: … Statics, dynamics Strength of materials (stress‑strain relationships) Fluid mechanics, hydraulics Thermodynamics Electrical fields and circuits Nature and properties of materials Any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Combination of education and experience – college‑level education, training, and/or technical experience that furnished thorough knowledge of the physical and mathematical sciences underlying engineering, and a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Specialized Experience – experience that equipped the applicant with particular knowledge, skills, and abilities (KSAs) to perform the duties of the position, typically in or related to the work of the position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Preferred Experience Demonstrated expertise in implementing and managing technical project teams and construction projects, and project management of street and road construction, and in developing and managing and resolving complex business and technical problems related to large, complex multi‑million‑dollar projects. Knowledge of District of Columbia and Federal procurement regulations and procedures, capital funding, improvement processes, and appropriate budgeting methodologies. Licenses and Certifications A Professional Engineer (PE) license is required and must be maintained. All applicants with a PE license in a jurisdiction other than the District of Columbia will be required to apply for a District of Columbia PE license within 90 days of hire. Applicants must obtain a District of Columbia PE license within 12 months of hire or be terminated. The incumbent must possess and maintain a valid driver’s license. Working Conditions / Environment The work is performed in an office setting and in the field. Other Significant Facts Tour‑of‑Duty: Varies; incumbent is required to perform work after normal duty hours, attend community meetings, and may be required to be on standby duty status 24 hours a day, seven days a week. Pay Plan, Series and Grade: MS‑0810‑15 Promotional Potential: No known promotion potential. Duration of Appointment: Management Supervisory Service (MSS) – at‑will employment applies to the MSS. All positions and appointments serve at the pleasure of the appointing authority and may be terminated at any time with or without cause. Collective Bargaining Unit (Non‑Union): This position is not part of a collective bargaining unit. Position Designation: This position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability – Security Sensitive. Accordingly, the incumbent will be subject to pre‑employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) and periodic checks for the duration of the tenure. Emergency Designation: This position is designated as an emergency employee position under the provisions of District Personnel Manual, Chapter 12. May be required in emergency situations: snow removal, debris removal, transportation, shelter operation, food distribution, and communications. Duties may be performed when the government is closed or most employees are dismissed early. Employees are required to work rotating shifts, including evenings, nights, weekends, and holidays. Employees are considered emergency personnel and must be available 24 hours a day and provide a contact number. Residency Requirement Statement If the position is a Career, Management Supervisory, or Educational Service at an annual salary of $150,000 or more, you must establish residency in the District of Columbia within 180 days of the effective date of the appointment and continue to maintain residency in the District of Columbia throughout the duration of the appointment.
