Savan is seeking an experienced Enterprise Architect (CPIC, Portfolio & Financial Management Lead) to support a federal client’s enterprise IT governance, Capital Planning and Investment Control (CPIC), Planning, Programming, Budgeting, and Execution (PPBE), IT portfolio management, enterprise architecture, and IT financial-management activities. The Enterprise Architect will serve as a senior advisor and technical-functional lead responsible for aligning business strategy, mission needs, enterprise architecture, IT investments, budget formulation and execution, acquisition planning, and portfolio performance. This individual will help the Government evaluate and optimize current and planned IT investments; develop actionable recommendations for senior leaders; improve the quality and consistency of portfolio, architecture, cost, schedule, performance, and risk data; and ensure investments are aligned to agency priorities, enterprise standards, and applicable federal policy.
The ideal candidate brings deep federal experience in CPIC, PPBE, IT investment management, enterprise architecture, portfolio governance, IT financial management, and executive-level decision support. The successful candidate will be equally comfortable facilitating governance discussions, analyzing complex investment and financial data, developing architecture-informed portfolio recommendations, and preparing concise, executive-ready briefings and documentation. Key Responsibilities- Lead and support CPIC, IT portfolio management, IT investment management, and IT financial-management activities for a federal CIO/OCIO, enterprise architecture office, or comparable organization.
- Advise Government stakeholders on the alignment of mission strategy, business capabilities, enterprise architecture, technology roadmaps, IT investments, budget priorities, and acquisition strategies.
- Support the full IT investment lifecycle, including investment identification, business-case development, alternatives analysis, selection, control, evaluation, modernization planning, and retirement or consolidation decisions.
- Apply enterprise architecture principles and frameworks to assess the business, data, application, technology, security, and integration impacts of current and planned IT investments.
- Develop and maintain enterprise architecture artifacts, investment roadmaps, capability maps, transition plans, technical assessments, current-state and target-state analyses, and portfolio rationalization recommendations.
- Lead analysis of IT investment cost, schedule, performance, risk, technical health, mission alignment, lifecycle status, dependencies, and total cost of ownership.
- Support PPBE activities, including budget formulation, programming, execution monitoring, spend-plan development, variance analysis, funding prioritization, and fiscal-year planning.
- Analyze IT budget and financial-management data to identify funding risks, execution issues, duplication, inefficiencies, potential cost savings, modernization opportunities, and investment tradeoffs.
- Support development, review, and validation of IT investment business cases, budget exhibits, portfolio submissions, integrated data calls, and other required federal reporting artifacts.
- Support the preparation and quality review of OMB-related reporting, including applicable IT portfolio, budget, performance, and investment-management submissions.
- Provide expertise on FITARA, CPIC policy, federal IT investment-management practices, enterprise architecture guidance, technology-business-management concepts, and other applicable federal CIO/OCIO requirements.
- Facilitate or support IT governance boards, architecture review boards, investment review boards, portfolio reviews, budget reviews, executive steering committees, and related working groups.
- Develop decision papers, executive briefings, dashboards, portfolio reports, financial analyses, risk assessments, investment scorecards, and recommendations for senior Government leadership.
- Coordinate with program offices, business owners, investment managers, financial-management organizations, acquisition offices, cybersecurity personnel, data offices, and technical teams to validate portfolio and investment information.
- Establish and improve portfolio-management processes, data standards, governance procedures, reporting cadence, quality-control practices, and performance measures.
- Identify investment duplication, technology overlap, architectural misalignment, unsupported lifecycle costs, weak business cases, and opportunities for consolidation, modernization, shared services, or improved enterprise integration.
- Support the development and maintenance of investment inventories, portfolio roadmaps, capital plans, budget traceability matrices, crosswalks, and enterprise architecture repositories.
- Ensure deliverables are accurate, timely, defensible, and tailored to the needs of senior executives, investment stakeholders, and governance decision-makers.
- Mentor junior staff and provide technical leadership across CPIC, PPBE, enterprise architecture, portfolio analysis, and IT financial-management workstreams.
- Bachelor’s degree in information systems, computer science, engineering, business, finance, economics, public administration, operations research, public policy, or a related discipline.
- At least 10 years of relevant professional experience supporting federal IT, enterprise architecture, IT investment management, CPIC, IT portfolio management, IT financial management, PPBE, budgeting, or related CIO/OCIO functions.
- At least 5 years of direct experience leading or materially supporting CPIC, IT portfolio management, IT investment management, enterprise architecture, or federal IT budget and financial-management initiatives.
- Demonstrated experience supporting a federal CIO, OCIO, Chief Financial Officer organization, enterprise architecture office, IT portfolio-management office, or large federal agency IT organization.
- Demonstrated knowledge of CPIC processes, IT investment lifecycle management, business-case development, investment review practices, portfolio analysis, and IT governance.
- Demonstrated knowledge of PPBE concepts and federal IT budget formulation, programming, execution, spend planning, funding prioritization, budget tracking, and variance analysis.
- Demonstrated enterprise architecture experience, including the ability to assess alignment among mission needs, business processes, capabilities, data, applications, infrastructure, technology standards, and IT investments.
- Experience developing or assessing enterprise architecture artifacts such as capability maps, application inventories, technology roadmaps, current-state and target-state architectures, transition plans, investment roadmaps, and dependency analyses.
- Experience evaluating IT investments using financial, technical, mission, operational, risk, security, schedule, and performance criteria.
- Experience with federal IT investment reporting, OMB data calls, budget exhibits, investment business cases, portfolio submissions, or comparable executive-level reporting requirements.
- Ability to analyze complex portfolio, budget, financial, and investment data and translate findings into practical, decision-ready recommendations.
- Strong knowledge of IT cost estimation, total cost of ownership, lifecycle costs, technology refresh planning, acquisition considerations, vendor-management analysis, and financial tradeoff analysis.
- Experience facilitating executive meetings, governance boards, architecture review boards, investment review boards, or cross-functional stakeholder sessions.
- Advanced proficiency with Microsoft Excel, PowerPoint, Word, Teams, and SharePoint; experience with data visualization, dashboarding, portfolio-management, enterprise architecture, financial-management, or business-intelligence tools is strongly preferred.
- Strong written, verbal, analytical, facilitation, and stakeholder-engagement skills, including the ability to communicate complex technical and financial concepts to nontechnical senior leaders.
- U.S. Citizenship.
- Ability to obtain and maintain a Public Trust or other required Government suitability determination.
- Ability to work in the Washington, DC metropolitan area and support on-site client meetings or work activities when required.
- Master’s degree in information systems, business administration, public administration, finance, systems engineering, enterprise architecture, public policy, or a related field.
- Experience supporting a cabinet-level department, federal CIO/OCIO, enterprise architecture office, IT portfolio-management office, or federal CFO organization.
- Experience with Department of Transportation, transportation-sector IT, or large, decentralized federal enterprise environments.
- Experience supporting FITARA implementation, federal IT modernization, cloud migration, data modernization, cybersecurity investment planning, shared services, application rationalization, or technology portfolio optimization.
- Familiarity with the Federal Enterprise Architecture Framework (FEAF), The Open Group Architecture Framework (TOGAF), Department of Defense Architecture Framework (DoDAF), or comparable architecture methodologies.
- Experience using enterprise architecture, portfolio-management, financial-management, or reporting tools, such as ServiceNow Strategic Portfolio Management, LeanIX, Planview, Apptio/Technology Business Management, Power BI, Tableau, SharePoint, Jira, or similar platforms.
- Relevant certifications such as TOGAF, Certified Enterprise Architect, Federal Enterprise Architecture certification, Project Management Professional (PMP), Certified Information Systems Security Professional (CISSP), ITIL, Lean Six Sigma, Certified Government Financial Manager (CGFM), or relevant financial-management and investment-management certifications.
- Experience with firm-fixed-price task-order delivery, contract performance management, integrated project planning, risk management, and quality assurance.

The anticipated salary range for this position is $120K–$145K. This range represents Savan Group’s good faith estimate at the time of posting and is not a guarantee of compensation. Final compensation will be determined based on factors including relevant experience, skills, education, certifications, internal equity, market conditions, and geographic location. For positions supporting federal contracts, compensation may also be subject to applicable labor category requirements, contract terms, funding, and other contract-specific provisions.
