Be a part of something special!Position OverviewThe Federal Proposal Technical Writer (Mid–Senior Level) leads the development of high-quality, compliant, and persuasive proposal content in response to U.S. Government solicitations. This role supports a wide variety of proposal efforts, including Requests for Information (RFIs), Sources Sought Notices, Requests for Quotations (RFQs), Requests for Proposals (RFPs), and task orders under multiple-award contract vehicles.The Technical Writer is responsible for authoring technical volumes, tailoring key personnel resumes, and developing impactful past performance narratives that align with evaluation criteria and strengthen the overall win strategy. This individual partners closely with Proposal Managers, Graphic Designers, Capture Managers, Solution Architects, and Subject Matter Experts (SMEs) to translate complex technical solutions into clear, compelling, and evaluator-focused content. The role requires a strategic mindset, strong attention to detail, and the ability to manage multiple priorities in a fast-paced federal contracting environment.Core ResponsibilitiesLead development of technical proposal content across multiple volumes, including but not limited to: Technical Approach Management Approach Staffing and Key Personnel Plans Transition and Quality Control Plans Analyze solicitation documents (RFPs, RFQs, RFIs), with deep understanding of Sections L & M, to drive compliant and strategic responses Develop solution graphics, process flows, and visual representations that clearly communicate technical concepts, methodologies, and discriminators. Ensure graphics align with proposal narratives, win themes, and brand standards Own and tailor key personnel resumes, ensuring alignment with labor categories, qualifications, and evaluation criteria Develop, refine, and optimize past performance narratives, emphasizing relevancy, outcomes, and discriminators Collaborate with Capture Managers and Proposal Leadership to incorporate win themes, strengths, and differentiators throughout the response Translate complex technical concepts into clear, concise, and compelling language for government evaluators Lead or support storyboarding and content planning sessions Participate in and contribute to color team reviews (Pink, Red, Gold), including incorporating and adjudicating feedback Ensure consistency in voice, messaging, and formatting across all proposal artifacts Support compliance reviews and quality assurance checks Use AI tools and Halvik's internal Retrieval-Augmented Generation (RAG) tool to accelerate research, drafting, and content reuse, while critically reviewing and verifying all AI-assisted output for accuracy, compliance, and quality before inclusion in a proposalStay current on evolving proposal processes, tools, and team culture, and apply updates to daily practiceMentor junior writers and contribute to continuous improvement of proposal processes, templates, and content libraries Maintain and enhance reusable content, including resumes and past performance repositoriesWriting Expertise:Technical, persuasive, and compliance-driven federal proposal writing RFI, RFQ, RFP, and task order responses Key personnel resume and past performance development Executive summaries and management narratives Process documentation and quality assurance plans Storyboarding and solution graphic narratives Editing, proofreading, and content standardizationProfessional QualificationsMinimum RequirementsBachelor's degree in English, Communications, Journalism, Business, a technical discipline, or a related field; or equivalent professional experience with a technical degree or technical work background.5–10+ years of experience supporting federal proposal development Demonstrated experience leading or significantly contributing to technical proposal volumes Proven expertise in writing and tailoring resumes and past performance volumes for federal proposals Strong understanding of federal procurement processes, including FAR-based solicitations Exceptional writing, editing, and content structuring skills Ability to work independently while managing multiple deadlines in fast-paced proposal environments CertificationsAPMP Foundations (Preferred)Preferred ExpertiseExperience supporting large, complex proposals (e.g., $50M+ opportunities or IDIQs) Prior experience in government contracting, consulting, or professional services environments Strategic thinking and ability to align content to evaluation criteria Advanced technical writing and editing capabilities Strong attention to detail and compliance focus Excellent collaboration and stakeholder engagement skills Ability to simplify complex ideas without losing technical accuracy Strong organizational and time management skills Demonstrated ability to write clearly and credibly across the broad range of technical and mission domains Halvik supports, including IT modernization, cloud and DevSecOps, cybersecurity, data analytics, and AI/ML solutions, for federal defense, civilian, and national security clientsSound judgment in applying AI and other internal tools to save time and support solutioning, paired with the discipline to independently verify facts, figures, and claims before they go into a proposalKeeping up to date with emerging AI trends and technologies in the proposal industry, and identifying opportunities to apply them to Halvik's proposal processPrivacy Policy – Halvik CorpHalvik offers a competitive full benefits package including:Company-supported medical, dental, vision, life, STD, and LTD insuranceBenefits include 11 federal holidays and PTOEligible employees may receive performance-based incentives in recognition of individual and/or team achievements.401(k) with company matchingFlexible Spending Accounts for commuter, medical, and dependent care expensesTuition AssistanceCharitable Contribution matchingHalvik Corp is an equal opportunity employer.
