Job Summary Under general supervision and within the scope of the Courts, division policies and guidelines, aids juveniles that are adjudicated wards of the court and families with personal and environmental difficulties by performing the following duties. Job Description All candidates conditionally offered transfer, promotion or initial hiring into a DOT/safety-sensitive position shall submit to testing for drugs and alcohol and test negative before performing any job functions that are safety-sensitive or require a CDL. External job applicants with a confirmed positive drug or alcohol test result shall be denied employment and shall be required to wait one year before applying for another position within Tulsa County. Essentials Job Duties Conduct investigations regarding the juvenile's past, including school records, arrest records, etc.; arrange for psychological testing, medical examinations, etc.; compile social histories on each individual client and all other areas of treatment and or court related activities either voluntary or orders by the court in the process of working with families of youth placed on probation. Accompany juvenile to Court with prepared dispositional study, service plan and recommendation. Implement counseling plans. Work in conjunction with law enforcement personnel, school officials, and other sections of the Bureau. Perform case work, group work and related services for children and families; develop individual treatment plans for children on probation and their families including individual and group counseling. Perform diagnostic services and crisis intervention for youth who are awaiting dispositional hearings. Assess if a recommendation of placement outside the home is necessary and provides appropriate information to the residential placements, transportation for staffing, and prepares family for placement of child. Supervise children on probation. Prepare reports and recommendations for the judiciary. Consult with Clinical Supervisor and placement liaison on treatment planning. Maintain all files and monitoring reports as determined by Juvenile Bureau. Complete and submits all reports to Unit Coordinator prior to Court hearing. Perform data entry for Juvenile Online Tracking System (JOLTS). Submit monthly statistical report to Unit Coordinator. Perform other duties as assigned. Level II Essentials Job Functions Participate in specialized dockets and/or planning and programming conversations in collaboration with both internal and external community partners. Attend meetings both inside and outside of the agency with internal and external collaborators as a representative of the Probation Departments. Provide support and guidance in the absence of the Probation Coordinator(s). Participate in special projects including but not limited to the collection of data, the creation of documents and presentation of said materials to agency leadership or community collaborators. Participate in the training of new hires to include assessment of progress and preparedness for the assignment of a caseload in both written and verbal form throughout the training process. May be called upon, in instances of current employees displaying the need for specific training, to provide said training under the direction of the Probation Coordinator assigned to the employee in question. Required Skills, Knowledge and Abilities Skill in recognizing underlying causes of social problems; in counseling an individual concerning personal and family problems; in eliciting pertinent personal information. Knowledge of principles and practices of sociology applicable to juvenile casework; of county and state regulations pertaining to juvenile care; of departmental policies and procedures; and of Title 10A, Oklahoma State Statues, and other laws and regulations relevant to the field of Juvenile Justice. Ability to deal tactfully with others; to express both orally and in writing, facts and opinions clearly and concisely; to establish effective interpersonal relationships; and to create a constructive atmosphere for crisis problem solving. Supervisory Responsibilities This job has no supervisory responsibilities. Qualifications To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education and/or Experience Education equivalent to graduation from an accredited four year college or university with a degree in sociology or closely related field, and over one year satisfactory full time employment in social work, juvenile work or related field. Level II Education and/or Experience Three years’ experience as a Probation Counselor with Tulsa County Juvenile Bureau or two years’ experience with a Master’s Degree in sociology or a related field. Other requirements are delineated in the Family Center for Juvenile Justice Level System Policy. Language Skills Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Mathematical Skills Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry. Reasoning Ability Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations. Computer Skills To perform this job successfully, an individual should have knowledge of Contact Management software, Database software, Internet software, Spreadsheet software and Word processing software. Certificates, Licenses, Registrations Valid Oklahoma Driver’s license possessed for at least 6 months. Defensive Driving through Tulsa County within 6 months of hired.
