The role includes developing and implementing revitalization project activities at multiple sites, performing detailed analysis and review, monitoring project compliance and budget, and providing guidance and supervision to staff. All activities must support the Housing Authority of Baltimore City ("HABC" or "Authority") mission, strategic goals, and objectives. Essential Duties and Responsibilities Develop and implement mixed-income revitalization project activities at multiple sites. Manage a portfolio of development projects and work with external partners and HABC staff to achieve project objectives. Perform detailed analysis and review of 202(s) and HUD Development Proposals, prepare and present development options and strategies, determine financial feasibility and realistic development schedules. Monitor project compliance with pertinent laws, policies, and procedures, including HUD regulations and development grant agreements. Monitor and update project activity and budget, review and approve AIA draw requisitions, supporting invoices and documentation, change orders, and budget revisions. Provide oversight and direction on budget changes and ensure submission of appropriate forms, reporting, and documentation to the State, City’s DHCD, and HUD. Promote the hiring and use of MBE/WBE or Disadvantaged contractors, work with Senior Development Finance Manager on Section 3 compliance, and evaluate efforts to include such firms. Work closely with the Senior Party or Development Finance Manager, Development Partners, and the Director on completing grant applications. Facilitate non-traditional public/private partnerships to achieve project objectives. Act as a liaison between HABC, the City’s Department of Housing and Community Development, and other agencies. Prepare or supervise preparation of narrative, statistical, and tracking reports for HABC, HUD, and other entities. Research development and mixed finance project issues, prepare written analysis and recommendations. Work closely with the Mayor’s Office of Neighborhoods, Resident Services, Relocation Department, Operations Department, and third-party firms to ensure residents are informed, receive proper notices, and have access to supportive services. Attend and participate in community meetings. Coordinate with Planning & Development’s Special Assistant to keep project websites updated. Guide and act as team leader to other HABC team members for responsiveness to project requirements and schedules. Carry out complex real estate negotiations, coordinate and review transactions, and work with the Legal Team on agreements. Complete RFQs or RFPs for development services, program needs, technical assistance; review and oversee contracts. Assist with negotiations and site control for acquisition of land and buildings. Coordinate with staff involved in finance, data processing, personnel, procurement, fair housing, etc. Confere regularly with the SVP/Director on goals and progress. Perform other related duties as assigned. Minimum Education, Training, and/or Experience Graduation from an accredited four-year college or university with a bachelor’s degree in Architecture, Urban Planning, Environmental Design, Public Administration, or related field. Master’s Degree in Real Estate Development, Urban Planning, or related field preferred. Five (5) years of progressive responsibility in government or private industry in mixed-income housing, affordable housing finance, multi-family project management, development or review of large-scale mixed-finance projects for multi-family rental and home ownership, economic development, commercial development, or related activities. Supervisory experience preferred. Special Requirements Possession of a valid Maryland driver’s license. Must be able to be covered under the Authority’s vehicle insurance policy. Other Requirements Availability to work some evenings and weekends as needed. Successful completion of a prescreening investigation, including verification of employment history and education credentials.
