Your Mission
Your mission is to provide essential human resources support to the Public Works by leading and coordinating recruitments, conducting classification and compensation review work and serving as a knowledgeable resource for employee relations matters. You will partner closely with Public Works leadership and the City’s Employee Resource Center to ensure equitable, timely recruitment and hiring processes, and consistent, well-supported employee relations processes that help the department operate effectively and maintain a positive workplace culture. You will have the opportunity to build strong partnerships and learn a variety of public works infrastructure programs as you provide technical expertise to leaders across the department. Coordinating your work with the City’s Employee Resource Center team will be a critical collaboration for success.
A Day in the Life of a PW Human Resource Analyst
While serving Public Works, your day will involve a blend of collaborating with your team, coordinating multiple recruitments, debriefing and debriefing interview panels, addressing time-sensitive employee concerns, assisting supervisors with contract and policy interpretation, supporting program managers, summarizing analyses, and working towards your professional development goals. A typical week could look like:
Providing professional guidance to a supervisor planning a new recruitment process, including posting review, advertisement, and planning time frames;
Reviewing a position evaluation and sharing your analysis and recommendations with the City’s classification manager;
Coaching a supervisor through effective onboarding strategies;
Briefing and de-briefing an interview panel and supporting the hiring supervisor in selecting the best candidate for the position;
Assisting with an employee relations investigation and guiding a supervisor through the process;
Attending team meetings, including cross-collaborative meetings with the City's Employee Resource Center to fully support Department supervisors and employees with benefits and leave questions;
Working independently on projects;
Growing your career with the City through ongoing professional development time.

The Ideal Candidate will possess the following experience and skills:
Recruitment & Selection Background:
The ideal candidate will have broad experience in the development and coordination of recruitment processes of varying levels of complexity; ensuring the evaluation and validation of processes for Equal Employment Opportunity/Affirmative Action and other legal compliance purposes. Demonstrated experience providing consultation to hiring managers for all aspects of a recruitment cycle, i.e., advertising, screening, selection, interview support, onboarding, etc. Additionally, the candidate would be able to quickly learn the City’s policy and procedures in administering Oregon’s Equal Pay Act and can conduct compensation evaluations to support the hiring the supervisor in writing job offers.
Classification Review Background:
This position partners with the City’s Employee Resource Center Classification and Compensation staff in reviewing Public Works classifications to ensure work being performed is classified accurately. The ideal candidate will have experience in analyzing job duties, interviewing incumbents for supplemental information, recommending updates and ensuring alignment with Citywide standards and the classification system.
Employee Relations Background:
At times, this position assists with employee relations matters. The ideal candidate will have demonstrated experience serving as a consultant on compliance issues and interpretation and application of contracts, policies, and procedures in the areas of employee and labor relations. Demonstrated skill and ability in providing guidance on fact-finding investigations, disciplinary and grievance issues, and effective conflict resolution. A demonstrated competency in emotional intelligence and relationship-building capabilities will assist a candidate in being successful in this area.
Human Resource General Consulting Background:
This position will often advise and support PW leadership through a variety of human resource processes and questions. The ideal candidate will be able to creatively problem solve and help implement solutions. This requires a comprehensive knowledge of principles, practices, procedures and methods in human resources; project management skills; strong analytical ability; ability to manage multiple priorities; and proven record of effectively communicating both orally and in writing. The successful candidate will have the ability to proactively develop strong working relationships, provide training on relevant topics to diverse groups of employees and supervisors; perform research on relevant best practices and develop and present recommendations for implementation. The successful candidate will have broad experience and skill in Human Resource Information Systems or can learn technology systems quickly. The successful candidate will have skill in exercising diplomacy, discretion and tact in dealing with sensitive, complex and highly confidential issues and situations. Ability to meet stringent timelines.

Conducts research and prepares a variety of special projects, as assigned; tracks and updates performance measures and best practice data and statistical information.
Reviews and/or participates in the development and implementation of human resources policies and procedures; provides input and participates in the implementation of the department human resources section work plan.
Maintains professional knowledge by participating in professional associations, reviewing professional publications, and participating in other professional development opportunities.
Provides consultation in the area of organizational development to increase effectiveness and efficiency of department functions.
Provides exceptional customer service and the ability to work effectively with the public, supervisors, co-workers, employees, union representatives, and employee organizations representing diverse backgrounds.

Management Analyst
Experience:
Two (2) years’ professional research and analytical experience in Human Resources.
Education:
Equivalent to a Bachelor's degree from an accredited college or university in Human Resources, Business or Public Administration, or related field.
PHR/SPHR or equivalent certifications preferred.
Relevant professional level experience in public administration, human resources, or other field related to the listed duties may be substituted for educational requirements on a year for year basis.
Relevant high-level or complex administrative support and/or paraprofessional experience in public administration, human resources, or other field related to the listed duties may be substituted for the required years of educational training on a two for one year basis.

Must pass a background check.
License
Valid Oregon driver’s license ( or, the ability to obtain by date of hire); must pass driving records check and, if hired, maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).
Supplemental Information
Bilingual Pay Benefit
This benefit compensates non-represented employees up to 5% of their base salary. To qualify for bilingual pay, the employee must?demonstrate?fluency in an eligible language and pass a language?proficiency?test that is administrated by the City’s Employee Resource Center division.
Non-Represented Retirement Program
Upon eligibility, the City will contribute an employee contribution of 6%, as well as the employer contribution, to a retirement program administered by the Oregon Public Employees’ Retirement System (PERS). In addition, the City will pay a 3% contribution to a deferred compensation program if the employee contributes at least 1%.
From January 1, 2020, through December 31, 2034, most retirees may work for a PERS-participating employer for an unlimited number of hours while continuing to receive their pension benefit based on HB 2296. What to Expect from our Selection Process

The normal starting salary is the first step shown on the posting. Other placement in the salary range may be considered depending on qualifications and experience. Periodic advancement through the salary range is dependent upon merit.
