Position Title: Assistant Community Manager – Affordable Housing
Reports To: Community Manager

Work Arrangement: On-site. Regular, in-person attendance at the employee’s assigned community, office, or other designated Company location is an essential function of this position. This position is not eligible for a remote or hybrid work arrangement, except where otherwise required by applicable law or approved by the Company as a reasonable accommodation.

Position Summary

The Assistant Community Manager for Affordable Housing supports the Community Manager in the daily operations of one or more affordable or mixed-income multifamily communities. This position plays a key role in maintaining occupancy, maximizing collections, ensuring resident satisfaction, supporting regulatory compliance, and achieving the financial and operational goals of the community.

The Assistant Community Manager for Affordable Housing is responsible for leasing, resident relations, collections, compliance support, marketing, outreach, administrative operations, and financial administration.

When a Leasing Consultant is not assigned to the community, the Assistant Community Manager for Affordable Housing assumes full responsibility for all leasing functions. When a Leasing Consultant is on staff, this position provides leadership, coaching, and support to ensure occupancy and leasing goals are achieved.

Affordable housing compliance responsibilities are performed in partnership with the Community Manager and Compliance Specialist. While the Compliance Specialist provides regulatory oversight, the Assistant Community Manager is responsible for ensuring resident files are complete, deadlines are met, required documentation is obtained timely, and certifications progress according to schedule.

In the absence of the Community Manager, the Assistant Community Manager for Affordable Housing serves as the acting manager and is responsible for maintaining daily site operations.

Essential Responsibilities

Affordable Housing Compliance

Support the successful administration of affordable housing programs while maintaining regulatory compliance.

Responsibilities include:

• Assist with initial certifications, annual recertifications, interim recertifications, transfers, and move-ins in accordance with LIHTC, HUD, HOME, Section 8, and other applicable affordable housing programs.
• Work closely with the Community Manager and Compliance Specialist to ensure certifications are completed accurately and before regulatory deadlines.
• Collect income, asset, employment, and household documentation.
• Monitor certification due dates and proactively schedule resident appointments.
• Ensure resident files remain complete, organized, and audit-ready.
• Upload documentation to compliance software or third-party platforms as required.
• Correct file deficiencies promptly.
• Assist with agency audits, file reviews, MORs, REAC inspections, and owner compliance reviews.
• Educate residents regarding affordable housing program requirements and recertification responsibilities.
• Maintain confidentiality of resident financial information.

Leasing & Occupancy Management

Support occupancy, leasing, and resident retention goals through outstanding customer service and sales.

When No Leasing Consultant is Assigned

• Perform all leasing responsibilities for the community.
• Answer telephone, email, internet, and walk-in inquiries.
• Conduct community and apartment tours.
• Explain affordable housing qualifications and program requirements.
• Process rental applications and verify eligibility documentation.
• Prepare leases and move-in documentation.
• Coordinate move-ins and resident orientations.
• Complete lease renewals and transfers.
• Maintain waiting lists in accordance with regulatory requirements.
• Perform daily prospect follow-up to maximize occupancy.

When a Leasing Consultant is Assigned

• Support daily leasing operations.
• Assist with tours and leasing activity during high-volume periods.
• Review prospect follow-up and leasing performance.
• Coach Leasing Consultants on affordable leasing requirements and customer service.
• Assist with leasing coverage during absences.
• Support resident retention initiatives.

General Leasing Responsibilities

• Maintain accurate prospect information within the property management system.
• Monitor occupancy and vacancy reports.
• Review lease expiration reports.
• Ensure waiting lists are maintained in compliance with applicable regulations.
• Ensure leasing activities comply with Fair Housing and affordable housing regulations.
• Assist in achieving occupancy and leasing goals.

Financial Administration & Collections

Support the financial performance of the community.

Responsibilities include:

• Collect and post rent and resident payments accurately.
• Monitor delinquency reports.
• Contact residents regarding outstanding balances.
• Prepare late notices, payment agreements, and legal documentation.
• Coordinate collections with the Community Manager.
• Submit invoices and supporting documentation to the Accounting Department for processing.
• Assist with monthly financial reporting and budget monitoring.
• Monitor concessions, bad debt, and delinquency trends.

Resident Relations & Community Engagement

Provide exceptional customer service while fostering a positive resident experience.

Responsibilities include:

• Respond promptly to resident concerns.
• Coordinate resident communications.
• Plan and execute monthly resident events.
• Maintain documentation of resident activities when required by funding sources.
• Promote resident retention.
• Create resident newsletters, flyers, and event communications.
• Build positive relationships with residents and community partners.

Marketing & Outreach

Support leasing through marketing and community engagement.

Responsibilities include:

• Maintain community social media pages.
• Create community marketing content consistent with River View Residential standards.
• Respond appropriately to online reviews.
• Coordinate outreach to local employers, community organizations, housing agencies, and referral partners.
• Develop resident referral programs.
• Coordinate with the Marketing Department on advertising and promotions.
• Ensure all marketing materials comply with Fair Housing and affordable housing regulations.
• Track marketing effectiveness and leasing traffic.

Operations & Administrative Support

Support daily operations of assigned communities.

Responsibilities include:

• Maintain resident and leasing files.
• Process move-ins, move-outs, and transfers.
• Prepare required operational reports.
• Maintain accurate resident records.
• Support audits and file reviews.
• Assist with office organization and administrative duties.
• Maintain confidentiality of resident information.

Maintenance & Property Operations

Coordinate maintenance operations to ensure excellent service and community appearance.

Responsibilities include:

• Enter and monitor work orders.
• Coordinate vendor scheduling.
• Follow up with residents after service completion.
• Conduct occupied and vacant unit inspections.
• Monitor curb appeal.
• Prepare for agency, lender, ownership, and compliance inspections.
• Communicate maintenance priorities with the Community Manager.

Leadership & Team Support

• Support the Community Manager in achieving operational and financial goals.
• Supervise daily office operations in the Community Manager's absence.
• Assist in onboarding and training team members.
• Support Leasing Consultants through coaching and accountability.
• Maintain communication with the Community Manager and Compliance Specialist regarding certification deadlines and operational priorities.
• Effectively manage responsibilities across multiple communities when assigned.
• Promote professionalism, teamwork, and accountability.

Performance Expectations

The Assistant Community Manager for Affordable Housing is expected to:

Qualifications

• High school diploma or GED required; Associate's or Bachelor's degree preferred.
• Minimum of 2–3 years of multifamily property management experience.
• Previous affordable housing experience required.
• Experience with LIHTC, HUD, HOME, Section 8, or other affordable housing programs.
• Strong leasing and customer service background.
• Experience with rent collections.
• Working knowledge of Fair Housing regulations and landlord-tenant laws.
• Proficiency in OneSite, Yardi, or other property management software.
• Strong organizational, communication, and problem-solving skills.
• Ability to prioritize multiple deadlines across one or more communities.

Preferred Certifications

• Certified Occupancy Specialist (COS)
• Tax Credit Specialist (TCS) or equivalent affordable housing certification
• Fair Housing Certification
• Certified Apartment Manager (CAM) preferred
