Senior Transportation Construction Inspector

Job Summary The City of Bellevue, Washington’s fifth largest city, seeks a full‑time Senior Construction Project Inspector to lead inspection activities for City Transportation Capital Improvement (CIP) projects, including streets, sidewalks, trails, bicycle facilities, walls, bridges, tunnels, utilities, signals, ITS, lighting, and restoration. The position involves ensuring compliance with approved plans, specifications, and contract agreements as well as all applicable Federal, State, and City standards, permits, codes, and regulations. Essential Duties and Responsibilities Inspect CIP projects for compliance with approved plans, specifications, and contract agreements. Document contractors’ daily work, staffing, and equipment, producing daily inspection reports. Interpret plans and specifications, evaluate deviations, and work with the construction management team to identify impacts, estimate costs, and assess effects on budget and schedule. Resolve conflicts between construction plans and existing features to prevent delays. Prepare payment estimates by measuring, calculating, documenting, and monitoring contract payments, force account work, and change orders. Review preliminary and final plans and specifications for compliance with engineering standards and constructability. Coordinate and facilitate meetings and progress reports with design and construction managers, contractors, subcontractors, other inspectors, consultants, city staff, property owners, franchise utilities, and local, state, and federal agencies. Maintain awareness of project progress and ensure proper schedule and progress documentation. Ensure proper construction procedures and materials are used. Inspect, direct, and approve traffic control device placement to ensure compliance with Traffic Control Plans and the Manual on Uniform Traffic Control Devices. Oversee and verify compliance with ADA requirements. Communicate professionally and effectively with City consultants, engineers, contractors, property owners, businesses, city staff, media, and the public. Supervision Received and Exercised Works under the direct supervision of the Senior Construction Inspection Supervisor. Part of a construction management team assigned to specific projects overseen by the assigned project manager. Part of the overall Construction Division under the oversight of the Construction Division Manager. Qualifications Thorough knowledge of construction methods, materials, testing procedures, and contractor practices across civil engineering, traffic control, and ADA compliance. Knowledge of civil engineering principles and applicable federal, state, and local standards and regulations. Experience with project management skills, including budget management, contract administration, negotiation, scheduling, risk management, submittal review, and project status reporting. Experience with WSDOT, FHWA, and public works construction documentation preferred. Strong reading and interpretation skills for technical standards, complex construction drawings, plans, permits, and specifications. Knowledge of roadway elements, pavement, grading, super‑elevation, and cross‑slope application. Experience with ADA ramp and facility construction and inspection. Knowledge of safety procedures, traffic control, and ability to obtain a Traffic Control Supervisor (TCS) certification. Knowledge of environmental requirements, erosion control procedures, and ability to obtain a Certified Erosion and Sedimentation Control Lead (CESCL) certification. Excellent verbal and written communication skills. Proficiency in Microsoft Office and SharePoint. Ability to make and defend decisions, request assistance when needed, and work in adverse weather and confined areas. Ability to work overtime with minimal advance notice. High level of discipline, integrity, and customer service skills. Current, valid Washington State driver’s license and a good driving record. Education, Experience and Other Requirements Graduation from an accredited two‑year college or university, preferably with a degree in Civil Engineering Technology, Construction Engineering, Construction Technology, or Construction Management. Five or more years of professional experience in engineering, project management, construction, inspection, or related fields. Or an equivalent combination of education, experience, and training providing the required knowledge, skills, and abilities. Physical Demands Walking, talking, hearing, handling, feeling, operating tools or controls, and reaching with hands and arms in both office and construction site settings. Close, distance, peripheral, and depth vision and ability to adjust focus. Push, pull, lift, or carry up to 40 pounds. Noise level usually moderately quiet in the office, moderately loud in the field. Climb, balance, bend, stoop, kneel, crouch, and/or crawl as required. Standard Work Hours and Compensation Regular, non‑exempt, full‑time, non‑union position. Standard hours are 7:00 a.m. – 3:30 p.m., Monday‑Friday. Hours may be adjusted to accommodate contractor work activity.
