Supervisory Supply Management Specialist

The Supervisory Supply Management Specialist -Assistant Chief Supply Chain Officer (ACSCO), serves as the alternate to the Facility Chief Supply Chain Officer (FCSCO) and is assigned continuing responsibility for managing a major part of the Logistics Service in the supply chain management (SCM) program with the direction and opinion of this role having the same authority given to the Service Chief. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/07/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: GS-13 Grade Requirements: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Expert level knowledge of all facets of logistics and acquisition management including requirements determination, acquisition, materiel management, performance measurement, quality management and continuous process improvement, inventory and warehouse management, transportation, etc. In-depth knowledge of contracting methods and contract types to assist in the development of acquisition strategies for procurement planning, product evaluation and services award. Knowledge and skill sufficient to manage local facility acquisition programs involving management, coordination, and planning of a number of contracts including service, supply, healthcare, leases, and more. Mastery of contracting methods and contract types for development of acquisition strategy in order to plan and carry out support of long-term pre-award and post award acquisitions. Knowledge and skill sufficient to manage facility acquisition program involving coordination of, and planning for a number of contracts. Ability to coordinate and evaluate the efforts of functional specialists to identify specific requirements and to develop and adjust plans and schedules for the actions needed to meet each requirement on time; this specifically includes forecast planning and budget execution for supplies, subsistence, durable medical equipment, medical gases, expendable/non-expendable and capital equipment, inventory management, warehouse operations, transportation and distribution. Skill in the use of performance measurement data, advanced data analysis techniques, tools, systems, and statistical analysis to provide objective performance monitoring, substantiate workload projections, and identify improvement opportunities to the VISN. Works under the general supervision of the FCSCO. Latitude is given in the performance of all duties. The position is fully responsible in conjunction with the FCSCO for actions committed, duties performed, and decisions and interpretations rendered. Work assignments are given with little or no direction for accomplishment of the project. The FCSCO measures performance in terms of program outcomes. The ACSCO operates under extensively delegated authority, an exceptional degree of independence, and is responsible and accountable to the FCSCO for leadership in the formulation and operation of the facility logistics program in a manner that supports operations, including foremost the provision of health care and patient safety. Managerial and supervisory duties are performed and occupy 25% or more of the position's time. Helps to develop multi-year work plans, makes revisions, manages policy and organizational changes, and helps to execute the budget and personnel actions. Serves as VA HCS Accountable Officer in the absence of the FCSCO. The work involves originating new logistics techniques, establishing criteria, developing information and approaches for problem resolution, and interpreting policies, procedures, and regulations for the facility and other serviced administrations. Usually a high degree of ingenuity, resourcefulness and creative thinking must be used as the work involves detailed involvement in substantive logistics elements. Frequently works under severe time and funding constraints.
