Human Resources Operations Manager (Full-time) The Human Resources Operations Manager is responsible for overseeing the day‑to‑day operations of the Human Resources department and managing all aspects of employee benefits administration. This position collaborates closely with the Director of HR to manage employee relations, develop and implement policies and SOPs, and ensure compliance with federal, state, and local employment laws. The HROM serves as a strategic partner across HR domains, supporting employee relations, benefits administration, HRIS management, and talent acquisition while continuously refining processes and upholding organizational policies. Duties & Responsibilities HR Department Operations and Staff Management Efficiently oversee all HR operations. Guide the HR team to ensure optimal execution of all HR functions, providing individual support as needed. Assist with the implementation of best‑practice HR strategies, benefits, and procedures. Oversee all aspects of the employee lifecycle from hiring to offboarding. Collaborate closely with the Director of HR to ensure clear, consistent, and effective communication of HR matters across the organization. Serve as an internal liaison within the HR team and externally across all other departments to support cross‑functional alignment. Supervise direct reports, provide guidance, coaching, conduct performance reviews, share feedback, and ensure alignment with departmental goals. Employee Relations Assist the Director of HR with HR matters, ensuring proper documentation and alignment with company policy. Manage union‑related matters, including grievance hearings, RFIs, and communication with union representatives. Handle employee relations escalations, partnering with the HR Director as needed. Support supervisors in performance management matters, including coaching, corrective actions, and development and implementation of performance improvement plans (PIPs). Provide guidance on disciplinary procedures to ensure consistency and compliance with organizational policies. Conduct thorough internal investigations under the HR Director’s guidance. Benefits and Payroll Management Benefits Collaborate with the Payroll and Benefits Specialist to manage benefit communications, including new‑hire orientation, plan updates, open enrollment, paid time off policies, and general inquiries. Manage the Paylocity benefits platform, ensuring system accuracy, maintaining plan configurations, and resolving EDI discrepancy issues with carriers. Oversee and coordinate the annual open enrollment process, including system setup, employee support, and carrier submissions. Ensure benefits compliance with applicable laws and regulations, including ACA, COBRA, ERISA, and timely reporting. Oversee COBRA administration in partnership with Paylocity. Manage all leave of absence categories (short‑term and long‑term disability, NYPFL, FMLA, workers’ compensation) to ensure compliance and timely communication. Payroll Serve as second‑tier payroll reviewer for biweekly processing and process/submit payroll when needed. Maintain payroll information by designing systems, directing collection, calculation, and entry of data, and processing changes (new hires, terminations, raises). Collaborate with the Payroll and Benefits Specialist to resolve issues and answer questions. Audit W‑2 forms and year‑end payroll reports for accuracy and IRS compliance. Other Administrative Responsibilities Incentive Savings Plan Administration Administer the organization’s Incentive Savings Plan, distributing annual statements, Summary Annual Reports (SAR), and other communications to eligible employees. Process rollover forms and assist employees with loan requests, ensuring accuracy and efficient coordination with the plan administrator. Serve as point of contact for plan‑related employee questions, providing guidance or directing inquiries as needed. Performance Review Management Manage performance reviews from start to finish, including 90‑day check‑ins, 6‑month evaluations, and annual reviews. Ensure timely completion and collaboration with leadership to facilitate the process. Generate annual raise proposal reports aligning evaluation results with budget. Recommend improvements to enhance process effectiveness and consistency. Monitor the HR mailbox and phone line to address or properly route inquiries. Track HR metrics, analyze data, and generate complex reports and ad hoc HR data requests. Required Qualifications Bachelor’s degree in a related field and a minimum of 5 years of experience in a similar role. 3+ years of robust experience with HRIS systems (including configuration, benefits administration, and reporting); Paylocity highly preferred. Up‑to‑date knowledge of local, state, and federal employee‑related laws and regulations. Demonstrable experience in a union‑related environment. Able to maintain confidentiality and exercise sound judgment. Excellent written and verbal communication skills. Exceptional organizational and prioritization skills, with a strong focus on deadlines. Proficient with Microsoft Office programs (especially Excel) and Google applications. Motivated self‑starter who can work independently, identify challenges, and exercise effective problem solving. Ability to collect, synthesize, interpret, and report data. Ideal Qualifications Knowledge of Paylocity and TalentLMS or similar platforms. Interest in food justice and equitable policies. Experience working in a non‑profit organization. Physical Requirements Ability to be seated for long periods of time and travel within the five boroughs when needed. Schedule Monday‑Friday 9 am‑5 pm, 35–40 hours per week, on‑site at GrowNYC’s office in downtown Manhattan (three days). In‑office presence is required every Tuesday, Wednesday, and Friday. Compensation Full‑time exempt salaried position: $80,000 – $92,000. Includes full benefits (medical, dental, vision, life insurance, long‑term disability, incentive savings plan, paid time off, Public Service Loan Forgiveness, and potential for parental leave for employees who have been employed for 175 days). The position is non‑union eligible/not part of the bargaining unit. Location 100 Gold Street, New York, NY. Occasional visits to the Wholesale Food HUB at 298 Halleck St, Bronx, NY.
