Salary: $51,600 - 80,496 per year Requirements:

• At the Environmental Specialist 2 (in-training) level, have five years of qualifying education and/or experience related to the role; at the Environmental Specialist 3 level, have six years. Qualifying experience and education may be combined.
• Have education in environmental, physical, or natural sciences; interdisciplinary environmental or natural science studies; environmental planning; or another field related to the position. Experience-and-education combinations vary by classification level, with a masters degree or higher also listed as a qualifying pathway.
• Demonstrate ability to apply environmental requirements to permit and compliance work; assess inspections and incidents; prepare enforcement records; manage reliable data systems; analyze technical documents and environmental information; and communicate and collaborate effectively.
• Hold and maintain a valid drivers license, or have reliable alternative transportation, for work-related travel within Washington.
• Be able to travel regularly among Ecology offices and assigned inspection sites or facilities.
• Desired, but not required: experience with environmental regulations, customer service, professional document preparation, and data management.

• Implement and manage water quality permits and oversee the permit application acceptance process.
• Help facilities understand technical requirements and improve compliance.
• Inspect sites, respond to complaints, and assess environmental incidents.
• Develop database tables for facilities to submit required discharge monitoring results and maintain reliable permit information.
• Draft documents supporting compliance and enforcement actions.
• Coordinate the regional programs environmental incident response and reporting.

We are hiring a Permit Manager and Data Quality Specialist (Environmental Specialist 3, in-training) for the Washington State Department of Ecologys Water Quality Program, based in our Eastern Region Office in Spokane. This full-time, permanent role may be filled at the Environmental Specialist 2 or 3 level, with an in-training path from ES2 to ES3. The listed annual salary range is $51,600–$80,496.
