Washington, District of Columbia, United States Title: Quality Control Manager – Project Management Track Department: Project Management Compensation: $120,000-140,000, based on experience and qualifications Location: Various locations including the Metropolitan DMV and Eastern Shore Reports to: Senior Project Manager Summary Anchor Construction is seeking an experienced Quality Control Manager to lead and manage the Quality Control Program for a major civil and infrastructure construction project. During the initial project assignment, this individual will serve exclusively as the project’s Quality Control Manager and will be responsible for implementing the approved Quality Control Plan, coordinating required inspections and testing, managing the Three Phases of Control, and ensuring compliance with all contract quality requirements. Following successful completion of the initial project, the position is intended to transition into a Project Manager role, subject to individual performance, project availability, and business needs. The future Project Manager assignment would include responsibility for project financial performance, scheduling, subcontractor management, documentation, client relationships, and the safe, high-quality production of assigned projects. This opportunity is well suited for an experienced construction professional who brings strong quality-control expertise and is interested in growing into broader project management responsibilities with Anchor Construction. Primary Duties and Responsibilities Prepare, implement, and maintain the project-specific Quality Control Plan and submit required documentation for COTR approval. Lead required QC meetings, including the QC Plan Meeting and Meeting of Mutual Understanding. Manage the Preparatory, Initial, and Follow-Up Phases of Control. Review and approve submittals for compliance with contract requirements; the QCM will not be responsible for preparing submittals. Coordinate required inspections and testing and ensure they are performed by appropriately trained, authorized, and certified personnel, specialty inspectors, and accredited testing laboratories. Verify materials and completed work meet approved plans, specifications, and quality standards. Prepare and submit required QC certifications, accreditations, reports, logs, and supporting documentation in accordance with contract requirements. Identify nonconforming work and ensure corrective actions are completed. Coordinate quality requirements with project leadership, subcontractors, suppliers, owners, and field teams. Support project closeout, punch-list, and final acceptance activities. Maintain awareness of project safety requirements and promptly report observed concerns to the appropriate safety personnel. During the initial project assignment, perform exclusively those duties related to managing and implementing the project QC Program. The QCM will not serve as the project’s designated Safety Competent Person. Following the initial assignment, the employee may transition into a Project Manager role with responsibility for: Project financial performance, cost forecasting, billing, and cash flow. Project schedules, production tracking, and subcontractor coordination. Contract administration, change orders, documentation, and owner communication. Leadership and development of project support staff. Safe, high-quality, and profitable completion of assigned projects. Required Qualifications Bachelor’s degree from a four-year ABET-accredited program in Engineering, Architecture, Construction Management, Engineering Technology, Building Construction, Building Science, or another discipline acceptable under the contract requirements. Minimum of 10 years of experience as a Quality Control Manager, Superintendent, Project Manager, or Construction Manager on construction projects of similar size, type, and complexity involving major trades comparable to those included in this project. Familiarity with Airports Authority Construction Safety Manual requirements and experience with construction hazard identification and safety compliance. Strong knowledge of construction quality-control processes, plans, specifications, submittals, inspections, and testing requirements. Experience with construction quality-control requirements on heavy civil, utility, or comparable construction projects involving similar major trades. Strong communication, organization, documentation, and problem‑solving skills. Ability to work effectively with owners, inspectors, subcontractors, field personnel, and project leadership. Valid driver’s license with an acceptable driving record. Preferred Qualifications Current Construction Quality Management for Contractors certification, or the ability to obtain it before beginning the assignment. Experience with Primavera P6, Microsoft Project, HCSS, Sage‑Timberline, Heavy Job, HeavyBid, or similar construction software. Previous responsibility for project scheduling, cost forecasting, subcontractor management, billing, and change orders. Physical Demands and Work Environment This position requires regular work at active construction sites and in office or project‑trailer environments. The employee must be able to walk uneven terrain, stand for extended periods, wear required PPE, work in varying weather conditions, and occasionally lift up to 50 pounds.
