Duties

Help

• Serves as an advisor and provides management support services and in the area of manpower and personnel for the Wing Staff and subordinate units.
• Performs organizational program administration functions for the Wing and maintains cooperative working relationships with co-workers on related functions, customers, subordinate units and operating officials.
• Plans and coordinates all work requirements and complex projects to maintain building, security and Emergency Management.
• Serves as the Wing's Workforce Develop Program Manager and Training Manager.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative andManagement Series . Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Administrative and Management Positions, three years of progressively responsible general experience, one year of experience which is equivalent to Federal experience at the next lower grade (GS-04), level, pay band (NH-01), or equivalent (pay schedule, pay band, etc).

General Experience is described as experience:

1) Analyzing problems to identify significant factors, gather pertinent data, and recognize solutions;

2) Planning and organizing work;

3) Communicating effectively orally and in writing.

SPECIALIZED EXPERIENCE : Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems. Specialized experience is experience in aid in the analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of program operations or policy in meeting established goals and objectives; assist in determining resource requirements (for example, staffing, funding, equipment) based on program or project objectives or operational needs; help with the planning, implementation, management, and reporting of activities. Produces desired results, in the needed timeframe, with the appropriate level of supervision through the use of appropriate knowledge, skills, abilities, and understanding of the technical requirements of the job. Achieves, demonstrates, and maintains the appropriate qualifications necessary to assume and execute key acquisition and/or support requirements.

EDUCATION: 4-year course of study leading to a bachelor's degree NOTE: You must submit a copy of official college transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, completion of education leading towards a Bachelor's Degree. Therefore, having a combination of experience and education. NOTE: You must submit a copy of official transcripts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies

concerning the efficiency and effectiveness of manpower and personnel issues within the Wing.

2. Knowledge of manpower standard development and requirement process.

3. Knowledge and experience of program security concepts, programs, procedures and practices to manage operations of wing security programs. Ability to learn and apply analytical investigative techniques to accomplish work in the subject-matter field.

4. Ability to analyze, verify, and correlate data, locate, assemble and compose information for non-routine reports inquiries and technical correspondence, communicate effectively, both orally and in writing, plan, organize work and meet deadlines. Skilled in applying principles, concepts, and practices sufficient to perform moderately difficult assignments.

5. Ability to plan and organize management programs and functions of an organization. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs.

6. Ability to provide technical advice to senior leaders and affected personnel on support problems and recommended solutions. Ability to plan work and establish effective working relationships.

7. Ability to develop and/or implement procedures and practices to cover multiple program including safety, VPP, security, workflow management and serve on inter-agency or inter-organization committees and groups to identify and resolve, or to assign responsibility for resolving training issues.

PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE : Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
