City Of Panama City Beach Vertical Construction Project ManagerThis position is responsible for managing the vertical construction, projects, and related grants for the City of Panama City Beach. As vertical projects lessen, the incumbent may transition to managing streets, stormwater and other Public Works related projects and grants. This position leads a team of professionals in the design, bidding, and construction of City projects. Position ensures that assigned projects are successful by working with partners, contractors and both internal and external teams in following standards, practices, and schedules that result in value-added projects being on-time, on budget and ultimately forming lasting relationships with our citizens.Coordinates with City Management, individual City Departments needing vertical construction improvements and the Architectural/Engineering team to ensure the City's construction needs and goals are met during the design process.Consults with management in order to develop project plans and goals, scope of work, schedules, and project work plans including time frames, funding limitations, contract costs, risk factors, and allocation of available resources.Works with contractors and consultants, manages projects, identifies project participants, maintains project documents, establishes agendas, sets timelines, monitors, and reports on the progress of assigned projects ensuring project is on-time, on-target, and on-budget. Manages the selection of consultants and contractors for projects.Oversees construction sites and general contractors to ensure a high level of quality and safety.Reviews Requests for Information and Requests for Proposal and Change Orders and makes recommendations to Staff.Ensures that all work is performed in accordance with approved methods and procedures.Ensures that the project is constructed and documented in accordance with the contract documents and standard practices.Develops and maintains project cost/change controls, and project budget and invoice/pay application records.Assists with grant procurements and managing grant compliance.Performs change order estimating and change order negotiations for approval by City Management and/or City Council.Coordinates and monitors schedule updates, invoices, and submittals.Assists in managing and reviewing the progress of the Architectural/Engineering team design effort and General Contractors' construction schedules.Reviews bi-weekly or monthly reports on the status and progress of the contracts, including project costs and potential changes.Reports the status of projects to Public Works Director.Attends design program and construction meetings as needed.Works closely with Facilities Manager to plan and construct major facilities improvements/expansions as well as identify capital needs for all City Facilities.Assists departments with special projects as needed and coordination of services by the department or third-party contractor. May serve as a primary on-site contact for vendors, contractors, and service providers performing repairs or maintenance in City facilities ensure proper permits and documentation are filed and processed.Completes special project assignments as needed.May prepare RFPs, RFQs, and other pre-bid documents, and post-bid documents as needed.MINIMUM QUALIFICATIONSKnowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field (Civil Engineering, Construction Management, Architecture, Project Management, Facility Management, or related field).5+ years of project experience working in the government/construction industry preferred.Building maintenance education/experience preferred.Experience with large Government construction sites preferred.Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/ internship or having had a similar position for one to two years.KNOWLEDGE REQUIRED BY THE POSITIONKnowledge of construction technology and project management.Knowledge of relevant local, state, and federal laws.Knowledge of project and department budget process and tools.Knowledge of project controls.Knowledge of Risk Management.Knowledge of preventative maintenance services.Ability to track and document information in an organized, understandable format.Skill in conceptual planning.Skill in mediating and resolving disputes.Skill in prioritizing and planning.Skill in interpersonal relations.Skills in oral and written communication.Ability to exercise initiative and to make sound independent judgment.Ability to prepare and maintain reports, records, and business correspondence.Ability to work safely in all environments, including adverse weather conditions and hazardous environments.SUPERVISORY CONTROLSThe Public Works Director assigns work in terms of very general instructions and spot-checks completed work for compliance with procedures and the nature and propriety of the final results.GUIDELINESGuidelines include relevant construction codes and city purchasing policies and procedures. These guidelines require judgment, selection, and interpretation in application.COMPLEXITY/SCOPE OF WORKThe work consists of varied design, liaison, and construction project management duties. Tight timelines, combined with the budget restrictions, contribute to the complexity of the work.The purpose of this position is to perform project management on construction projects. The schedule varies slightly for Fire Fighters. Years Of Service Completed Annual Leave Cap Available less than 5 years: 152 hours 5 to 9 years: 176 hours 10 to 14 years: 200 hours 15 to 19 years: 224 hours 20 + years: 248 hours PTO begins accruing immediately. At the end of the year, any unused annual leave will roll over to the next year. Time will be accrued bi-weekly and shown on each paycheck. RETIREMENT: General employees are fully vested after 10 years of employment. Employees can become partially vested at five (5) years of service. Partial vesting at five (5) years is 50%, six (6) years 60%, seven (7) years 70%, eight (8) years 80%, and nine (9) years 90%. General Employees are eligible for normal retirement upon the earlier of reaching age 55 and the completion of 10 years of credited service or reaching age 50 and the completion of 20 years of credited service.
