We'd love for you to join our team!We are seeking a Subject Matter Expert (SME)–level Lead Systems Engineer to plan, coordinate, and oversee the development and implementation of new systems and technologies for the U.S. Census Bureau's Decennial Transformation and Application Modernization (DTAM) effort. This role provides technical and management leadership on major engineering assignments, translating business requirements into technical solutions and driving the implementation of scaled agile methodologies across a System of Systems (SoS). The Lead Systems Engineer owns systems engineering management processes, the Integration and Implementation Plan (IIP), and technical integration across Decennial stakeholders. Decision-making and domain knowledge may have a critical impact on overall program implementation. May supervise others.ResponsibilitiesEstablish, document, and maintain systems engineering management process documentation, including the SEMP, Test and Evaluation Management Plans (TEMP), and Concept of OperationsCreate and maintain the Integration and Implementation Plan (IIP), defining major and interim milestones, Readiness Review (RR) success criteria, and SoS integration narrativeSupport technical integration within all functional areas of Operational Delivery and integrated product teams in accordance with the SEMPFacilitate and support Technical Review Boards (TRBs) as requiredCoordinate and oversee technical and business integration activities across Decennial stakeholders, third-party contractors, purpose-built systems, and the Business EcosystemDevelop, document, and maintain IT planning and strategy documents, such as the IT Strategy and RoadmapValidate systems engineering designs and plans and support the Decennial Disposition Management PlanDevelop and support a technical onboarding process and training for systems supporting the Decennial Census ProgramAssist Integrated Product Teams, OD Teams, and system teams in implementing System Development Life Cycle (SDLC) toolsDrive the implementation and utilization of scaled agile methodologies across multi-team delivery environmentsDistribute and communicate updates to systems engineering processes and manage the transition to updated processesEducation and ExperienceBachelor's degree in Systems Engineering, Computer Science, Engineering, or a related field15+ years of experience providing technical and management leadership on major systems engineering assignments (SME level)Required SkillsExpert experience in systems engineering management across the full system development and operational lifecycleDemonstrated ability to author and maintain SEMP, TEMP, IIP, and Concept of Operations documentationExperience driving technical integration across a System of Systems (SoS) with multiple service and solution providersStrong background implementing scaled agile methodologies in large, multi-team programsExperience facilitating Technical Review Boards and engineering governanceCertificationsDesired:Cloud certification (AWS / Azure / Google)Agile certification (Scrum / SAFe)Certified Systems Engineering Professional (CSEP)Desired SkillsExperience with large-scale federal modernization or data-centric cloud transformation programsFamiliarity with DevSecOps, cloud-native architecture, and SDLC toolingExperience with disposition management and operational delivery / readiness reviewsExcellent written and verbal communication skills, including executive briefing to senior Government stakeholdersSecurity ClearanceU.S. Citizenship requiredMore About B&ANotable Clients B&A has grown to be a company that is trusted by our clients for exceptional service, innovative solutions, and inspired employees.
