POWER PLANT SITING ASSESSOR I

Position Summary This is a position specific recruitment for the Maryland Department of Natural Resources, Resource Assessment Service. The position is the Power Plant Site Assessor I and is an intermediate level role that conducts and reviews scientific research and studies of the design and structure of proposed and existing power plants and transmission lines. The work assesses the economic, atmospheric, biological, and environmental engineering impact on Maryland’s natural resources and ecosystems, ensuring compliance with state and federal energy and environmental protection laws and regulations. Responsibilities Execute and oversee multidisciplinary technical evaluations of the environment, economics, and engineering issues related to power plants and transmission lines. Provide objective, comprehensive technical analyses that produce consolidated policy or operational recommendations. Assist in achieving a balance between providing adequate electricity at a reasonable cost while protecting natural resources. Perform additional duties as required to complete all functions of the role. Minimum Qualifications Education: Bachelor’s degree in environmental or physical sciences from an accredited college or university. Experience: Five years of administrative or professional environmental science work; a minimum of two of those years must have involved project leadership or management of environmental or scientific projects or programs. Substitutions: Master’s degree in environmental or physical sciences replaces two years of required experience. Registration as a Licensed Professional Engineer (general) replaces one year of required experience. U.S. Armed Forces military experience as a commissioned officer in Environmental Specialist classifications or as an Environmental Science and Engineering specialty code replaces required experience. Desired or Preferred Qualifications Experience in the assessment of power plants or related environmental management. Master’s Degree in the environmental or physical sciences. Experience working with or for an electric utility or energy company providing electricity. Ability to meet deadlines within rigid schedules. Experience working with judicial deadlines, high‑stress environments, and leading multidisciplinary teams of scientists and engineers. Experience as a project manager of multic‑disciplinary contracts. Experience with Request for Proposal processes and preparation. Experience with MD Legislative bill reports and fiscal note preparation. Experience with invoice review and approval for payment. Experience with budgeting and formulation of scopes of work. Licenses, Registrations, and Certifications Possession of a valid motor vehicle operator’s license in the State of Maryland for those assigned duties that require operation of a motor vehicle.
