Focused on strategic planning,long-term goal development, securing resources and support for the Division’sprogram goals and objectives. Responsible for administrative and operationalactions, development and implementation of revisions to program regulations,policy and quality assurance activities, and supervision of staff. Provides technicalsupport to local health departments, strategic planning, and supports response tolegislative actions related to the Division. Responsible for establishment ofstandardized policies and procedures for Division programs. Identifies, developsand assist in implementing process improvement initiatives at agency/State level.Will develop agency programmatic and strategic measures in collaboration withDivision and local health department staff to facilitate program monitoring andcompliance. Develop policies, processes and formulate metrics to track businessprocesses. Tracks and manages budgets and required reporting for grant fundedactivities within the Division. Duties include development of materials,presentation to the public and technical audiences, support to other VDH offices,and development of program tools, and training for Division and local healthdepartment staff. This position work directly with local health department staff and industrystakeholders to effect meaningful changes to the onsite sewage, private well, andrainwater harvesting programs to improve the lives of the more than 1.1 millionVirginian’s reliant up these systems.Minimum Qualifications1. Work experience relevant to the legislative development process.2. Relevant work experience developing or implementing onsite sewagesystem regulations.3. Relevant work experience developing or implementing private wellregulations.4. Demonstrates experience participating in onsite sewage system, privatewell, or rainwater harvesting system industry stakeholder events.5. Demonstrates experience with managing grants or general knowledge offederal or state grant processes.6. Experience interpreting environmental health laws and regulations.7. Demonstrates ability to use appropriate data.8. Demonstrates strong written communication skills.9. Demonstrates general knowledge of financial management of grants.10.Proven experience as a problem solver.Additional Considerations1. Experience managing a state or local environmental health program.2.
