Housing Quality Inspector (Section 8)

Overview The Housing Quality Inspector performs inspection of single and multi-family residential dwellings to determine their physical condition, necessary repairs, conformance to Housing Quality Standards (HQS), regulations, codes, and the health, safety, and welfare of tenants. Work with a diverse population and adjust decisions on a case-by-case basis. The Inspector negotiates reasonable rent as outlined in the CFR. The Inspector navigates through varied home or property exteriors and interiors to complete the inspection. Essential Duties and Responsibilities Conducts Housing Quality Standards (HQS) inspections, including initial, annual, complaint, and quality control inspections, to determine external and internal conditions of dwellings under the Assisted Housing Programs, including operability of heating, electrical, and plumbing systems and conformance to HQS. Also conducts special and emergency inspections. Performs follow-up inspections to determine completion of repairs indicated on previous inspections, and may make recommendations to the supervisor for appropriate follow-up action when necessary. Completes, generates, and negotiates the reasonableness of proposed rents for units by evaluating the condition of the dwelling and comparing the fair market value of the area to the proposed rent. Monitors general maintenance of assigned vehicles, gas cards, and other issued equipment. Responds to inquiries from owners, clients, and the general public by providing information about the Assisted Housing Programs. Ensures accurate and timely completion of required forms or reports, including data entry and timekeeping. Participates in informal hearings to resolve conflicts between residents and owners. Researches resident files to verify information regarding utilities, appliances, or other pertinent information. Schedules inspection routes on a daily basis and generates inspections in Approved Software systems for a 30-day period. Documents inspections in the system through detailed notes and uploads photos to the file management system in an organized and timely manner. Reports results to supervisors on a monthly basis and communicates inspection results to landlords, outlining HQS violations detected. Demonstrates diplomacy when working with housing applicants, residents, property owners, etc. for each unit inspected. Demonstrates critical thinking and analytical skills to work independently with accountability for decisions and actions. Completes all duties as assigned or requested as outlined in operational and procedural guidelines, including emergency-related guidelines. Participates in Trauma Informed Care (TIC) initiatives to achieve and maintain TIC certification as needed. Recognizes the importance of data governance and collaborates with data roles as needed on a daily basis or in project capacity. Uses Generative AI solutions ethically and responsibly. Education and Experience Required High School Diploma or GED Two (2) years of experience in real estate, construction, housing inspection, property management, or related field. Ability to learn and use cloud applications (Google Workspace, Microsoft 365). Proficiency in cloud-based document sharing and collaboration. Successful completion of a criminal history background check, education and work history verification, and drug screening. Preferred Education and Experience Housing Quality Standard Inspection Certifications Professional Real Estate Inspector Licensed by the Texas Real Estate Commission Ability to learn cloud technologies and basic VPN concepts; familiarity with diagram tools Licenses and Certifications Housing Quality Standards Inspection Certification required within 18 months of employment and may involve up to three attempts to pass. Texas Class C driver's license, insurable by the organization. Ability to earn additional certifications as required by tasks. Technical Skills Understanding of mission, vision, and values; work within guiding principles. Knowledge of CFR, HUD rules, and relevant policies and procedures. Knowledge of structural design and trades (HVAC, plumbing, carpentry, electrical). Ability to interpret and apply statutes, rules, codes, and regulations. Familiarity with residential/multi-family building codes and HQS; HUD and local safety codes. Understanding of housing inspections and field inspection practices. Basic knowledge of standard codes (UBC, UMC, NEC, UPC) for visual reference. Awareness of San Antonio’s residential rental market conditions. Client service principles and practices. Basic mathematics and ability to maintain working relationships with coworkers, supervisors, and the public. Physical Demands The physical demands described here are representative of those required to perform essential functions. Reasonable accommodations may be made for individuals with disabilities. The role involves standing, walking, data entry, field visits to properties, climbing stairs, and occasional lifting up to 25 pounds. Work may occur in maintenance sites, outdoor environments, and in all rooms of a resident unit. PPE may be required as appropriate. Work Environment The work environment includes an office and field settings with moderate noise, high interaction with clients, and potential transfers to different properties to support business needs. Outdoor environment exposure may occur.
