JOB SUMMARY: Performs intermediate level specialized work in code enforcement and compliance for the Village of Wellington (Village). Position is responsible for providing customer service by resolving complaints in connection with property maintenance, business tax receipts, public nuisances and land development codes related to the Village of Wellington's codes and ordinances. Work is performed under limited supervision with moderate latitude in the use of initiative and independent judgment. Position relies on experience to determine the best approach by using and interpreting policies and procedures.

- Initiates and performs proactive field investigations for violations of Wellington codes and ordinances.
- Performs rental inspections which may result in additional violations; communicates with tenants, landlords and property managers as required; researches and documents International Property Maintenance Code (IPMC) interior violations including corresponding photos and tenant documents, according to area of assignment.
- Participates with Community Services events and attends meetings according to area of assignment.
- Responds to, researches, and investigates code-related complaints from citizens, businesses, the Council, the Village Manager, and staff in a manner that facilitates positive public relations.
- Prepares and provides notice to violators specifying the violation and action to be taken to abate violation conditions.
- Provides customer service to and corresponds with violators, both verbally and/or in writing to provide information, respond to inquiries, and explain remedial action alternatives.
- Documents, records, and maintains detailed files on all case activity performed; monitors ongoing cases; reviews various records and documentation relating to code enforcement duties, e.g., property ownership, site plans, codes, ordinances.
- Conducts appropriate research and drafts reports, fact sheets, evaluations, conclusions, notices, and other documentation for presentation to the Code Enforcement Special Magistrate.
- Presents case documentation/information and testifies at Code Enforcement hearings regarding case facts, conditions, findings, and relevant code sections.
- Performs associated administrative duties as required.
- Enforces Wellington's parking ordinance, writes parking citations in case of violation and affixes it to vehicle or delivers to owner if owner is present. Represents Wellington in court proceedings as requested.
Supervisory Responsibilities: This position has no supervisory responsibilities
MINIMUM QUALIFICATIONS: High school diploma or GED required; an associate degree may be required in some areas; supplemented three (3) years of directly-related experience; or an equivalent combination of education, certification, training and/or experience.
- Must possess and maintain a valid State of Florida Driver License and the ability to drive a Village owned vehicle per established policies, procedures, and safety guidelines.
- Must possess current Florida Association of Code Enforcement Fundamentals of Code Enforcement Certification (or have the ability to obtain within 1 year of hire or placement in the position), and maintain active certification status
- Must possess current Florida Association of Code Enforcement Officer Safety and Field Applications (or have the ability to obtain within 2 years of hire or placement in the position), and maintain active certification status
- Must obtain Parking Enforcement certification from Palm Beach Sheriff's Office (PBSO) within 1 year of hire or placement in the position, and maintain active certification status
Regular attendance at work on-site is essential to maintain the necessary teamwork, personal interaction, and supervision that this position requires. Responds to emergency call-ins for hurricanes or other critical events.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of technical code enforcement and compliance
- Knowledge of rental inspections and compliance
- Skill in the use of Microsoft Office products (Word, Outlook, and Excel) and applicable department and organization specific software and ability to learn and become proficient in the use of other specialized software as may be required
- Skill in setting priorities that move projects through efficiently to achieve customer and quality objectives
- Skill in providing good customer service that promotes positive public relations
- Skill in basic math including but not limited to adding, subtracting, multiplication, division, geometric construction, practical algebra and metrics
- Ability to multi-task while working with tight deadlines and shifting priorities
- Ability to follow oral and written instructions
- Ability to read, update, and maintain various records and files in numerical, alphabetical, or chronological sequence
- Ability to effectively communicate (verbally and in writing) with residents, coworkers, supervisors, administration, and vendors
- Ability to clearly communicate and understand information in English, both orally and in writing
- Ability to communicate during emergency situations effectively, promptly, and accurately or to avoid hazards
- Ability to establish and maintain effective working relationships with those interacted with during work regardless of race, color, religious creed, national origin, ancestry, sex, sexual orientation, gender identity, age, genetic information, disability, political affiliation, military service, or diverse cultural and linguistic backgrounds
PHYSICAL REQUIREMENTS: Depending on functional area of assignment, tasks involve the ability to exert light physical effort usually involving some lifting, carrying, pushing and/or pulling of objects and materials of light weight (up to 20 pounds). May involve some climbing, balancing, stooping, kneeling, crouching, crawling, walking or standing. Tasks may require extended periods of time at a keyboard or workstation.
ENVIRONMENTAL REQUIREMENTS: Tasks are regularly performed inside and/or outside with potential for exposure to adverse conditions, such as dirt, dust, pollen, odors, fumes and/or poor ventilation, wetness, humidity, rain, temperature and noise extremes, machinery and/or moving vehicles, vibrations, electric currents, animals/wildlife, toxic/poisonous agents, gases or chemicals, oils and other cutting fluids, violence and/or disease, or pathogenic substances.
SENSORY REQUIREMENTS: Tasks require sound and visual perception and discrimination. Tasks require oral communications ability. Must have manual dexterity and be able to perform repetitive motions of the wrists, hands, or fingers. Must be able to perceive color and depth. Tasks involve prolonged eye use and/or fine visual ability; computer work, reading text, visual inspections, or measurement devices. Must be able to follow visual cues or signals.
