The Title IX & Title VI Coordinator serves as a critical member of the Chancellor’s Office at Kapi‘olani Community College. This position is responsible for providing leadership, oversight, and coordination in the implementation of University policies and procedures related to Title VI, Title IX, the Violence Against Women Act (VAWA), and the Clery Act. The Coordinator plays a vital role in fostering a safe, inclusive, and equitable campus environment by managing reports of discrimination, harassment, and gender-based violence, providing supportive measures, facilitating informal resolutions, and ensuring compliance with federal and state regulations. Through proactive education, training, and strategic partnerships, the incumbent supports the institution’s commitment to a learning and working environment free from discrimination and violence. Duties and Responsibilities: (Note: ** denotes essential functions) **Serves as the campus's principal coordinator responsible for implementing and ensuring compliance with University policies, procedures, and programs relating to Title VI, Title IX, VAWA, and the Clery Act as it pertains to sex/gender, race, color, and national origin discrimination. **Identifies and elevates issues requiring attention or decision-making related to civil rights and equity issues to appropriate leadership. **Serves as the designated individual for reports/complaints of discrimination, harassment (including sexual assault, sexual harassment, race/color/national origin-based discrimination, intimate partner violence, and stalking) and coordinates the campus’s effective response to such reports/complaints. **Monitors, interprets, and analyzes changing federal and state laws, U.S. Department of Education Office for Civil Rights (OCR) regulations, case law, and administrative guidance related to Title VI and Title IX; proactively recommends and updates campus policies, protocols, and workflows accordingly. **Coordinates Title IX protections, reasonable modifications, and supportive measures for pregnant and parenting students and employees. **Ensures campus compliance with Title VI and state law obligations regarding Limited English Proficiency (LEP) / language access and addresses complaints involving discrimination based on shared ancestry or ethnic characteristics. **Ensures compliance with statutory recordkeeping requirements by maintaining all investigation, resolution, and training records for the mandated federal retention periods and overseeing required public website disclosures. **Develops and implements a case management plan for each reported Title VI, Title IX, and VAWA-related incident and maintains all documentation. **Determines and implements appropriate interim/supportive measures to address incidents of discrimination and gender or race/color/national origin-based violence. **Coordinates and manages informal resolutions and formal investigation of complaints of discrimination and gender or race/color/national origin-based violence. **Coordinates with campus partners and stakeholders to ensure reporting parties and responding parties receive needed support services and resources as appropriate. **Develops partnerships and contracts in collaboration with the UH System Title IX and EEO offices, with community agencies on all Title VI, Title IX, and VAWA-related matters, including advocacy and other resource support. Serves as the primary liaison for these relationships and contracts. **Develops, oversees, and coordinates the delivery of campus-wide education, training, and outreach programming for students, faculty, and staff related to Title VI, Title IX, VAWA, and the Clery Act in collaboration with UH System Offices regarding Title VI, Title IX and VAWA. **Maintains comprehensive records of all education and training programs related to Title VI, Title IX, VAWA, and Clery Act compliance, including those addressing sex/gender and race/color/national origin discrimination. **Develops related brochures and training materials on Title VI (race, color, national origin), Title IX, VAWA, and the Clery Act (as it pertains to sex/gender/race/color/national origin discrimination), and updates the campus website. **Conducts campus-based trend analysis and collaborates with UH System Title IX, Title VI, and EEO offices regarding campus climate surveys. **Conducts Title VI and Title IX assessments, including climate analyses, to monitor campus environments. Implements training and other remedies to improve in areas where needed, based on climate findings. **Collaborates with campus Deputy Title IX Coordinators. **Collaborates with UH System Title IX, Title VI, EEO, and VAWA Offices as well as stakeholders to ensure consistent and compliant policies, procedures, and training are developed and implemented. **Collaborates with local police, campus security, and other campus departments to create and maintain incident reports as required under Title IX, Title VI, VAWA, and the Clery Act and ensure compliance with Timely Warning notification and other report requirements. **Conduct investigations of policy violations in matters when not serving as the lead Coordinator, in coordination with the Human Resources Office, the EEO Office, and the Vice Chancellor for Student Affairs. **Manage and coordinate complaints of civil rights violations in conjunction with the Human Resources Manager and other appropriate offices. Other duties as assigned Minimum Qualifications Possession of a baccalaureate degree in Human Resources, Communications, Liberal Arts, Social Sciences, Education, Business Administration or related field and 3 year(s) of progressively responsible professional experience with responsibilities for student conduct adjudication, Title VI, Title IX, equal opportunity, discrimination and harassment investigation; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills, and abilities as indicated. Considerable working knowledge of principles, practices and techniques in the area of Title VI, Title IX, equal opportunity, discrimination and harassment investigations, student conduct adjudication as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with Title VI, Title IX, Title VII, sexual harassment and other applicable laws and regulations. Demonstrated ability to resolve wide-ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals. Demonstrated ability to operate a personal computer and apply word processing software. For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations. Demonstrated ability to write comprehensive reports of investigations/fact-findings in accordance with policies and procedures. Knowledge of and experience with issues related to gender-based violence. Strong presentation and facilitation skills with an emphasis on education and training for a variety of constituencies. Demonstrated commitment to diversity and inclusivity, as well as the ability to work with a wide range of constituencies with diplomacy, tact, and sensitivity within a multicultural setting. Demonstrated ability to continuously track, interpret, and operationalize evolving federal civil rights regulations, OCR guidance, and legal precedents within a higher education environment. Desirable Qualifications A Juris Doctor degree with experience in employment law or related field At least (1) one year of professional experience in a post-secondary educational institution that demonstrates knowledge of EEO and human resources At least (1) one year of professional experience in the successful development and implementation of educational and training programs At least (1) one year of professional experience navigating federal compliance audits, administrative rule changes, or OCR reviews in a post-secondary setting.
