Director of Mental Health Outpatient Services (MHOP)

Horizon House is Pennsylvania's oldest psychiatric rehabilitation agency. Since 1952, we have been dedicated to helping people with mental illness, drug and alcohol addictions, developmental/intellectual disabilities, and homelessness to stabilize their lives and to help them live independently in the community. With over 100 locations, Horizon House provides services to a diverse population focusing on individual strength and choice.

We are currently seeking a dedicated Director to fill an opening within our Mental Health Outpatient Progrms team located in Philadelphia, PA.

Purpose:
• To provide strategic leadership and oversee the development and administration of all Mental Health Outpatient Programs (MHOP).
• To oversee the administration of the MHOP program budget by monitoring program financials, including: labor costs; adequate census; hiring practices, performance evaluation, and employee development and productivity; and program compliance.
• To ensure that all personnel needs are met through appropriate communication of agency policies and procedures and by maintaining open door availability, focusing on agency needs.
• To ensure that the MHOP operates in compliance with: current trends in the field for treatment; agency policies and procedures; credentialing; funder requirements; and, applicable laws and regulations.

Supervision Received:
• Receives direction from the Regional Director.

Supervision Exercised:
• Supervises and ensures training of all program clinicians, peer specialists and other ancillary staff.

Qualifications:
• Minimum of Master's degree in Social Work, Psychology or a closely related field.
• Five (5) years of relevant experience in behavioral health; or any combination of experience that would provide the level of knowledge, skill and ability required.
• Two (2) years prior supervisory experience required.
• Knowledge of and ability to apply laws and regulations governing provision of behavioral healthcare services required.
• Excellent communication skills both oral and written. Strong interpersonal skills including negotiation, relationship building, and constructive feedback.
• Ability to resolve conflict and to handle multiple priorities.
• Experience with Electronic Health Records, fee-for-service and productivity.
• LCSW, LPC, LMFT or Licensed Clinical Psychologist required.•


Scope:
• Required sitting for long periods of time.
• Lifting and/or carrying, may exceed 25 lbs.
• Frequent talking and listening.
• Must be available for local travel and possess a valid driver's license with an acceptable driving record.
• Required to be on call to handle emergencies, 24/7 except when on leave.
May be required to attend training to become certified agency investigator. May conduct investigations and participate in the agency rotation of on-call investigators. This requires carrying a phone/pager and responding to incident report line calls at any time while on call.
