We believe in working hard, but also having fun along the way and celebrating our accomplishments.Position DetailsThe Floating Property Manager is responsible for providing on-site property management coverage across the Agency's housing portfolio when permanent managers are absent or positions are vacant.This position oversees the daily operations of assigned sites, ensuring compliance with Agency policies, procedures, state and federal housing requirements, and other property program-specific regulations. Responsibilities include maintaining a supportive and professional environment for residents, overseeing the timely submission and completion of maintenance work orders, managing occupancy levels, processing tenant certifications, collecting and accurately recording rent and subsidy payments, and coordinating all other aspects of daily site operations.PrerequisitesAssociate's degree in a related field or High School Diploma with three years of relevant property management experience.Minimum of three years of experience in affordable property management, including Tax Credit, HUD Project-Based Vouchers, and communities with multiple regulatory overlays.Intermediate proficiency in Microsoft Excel, including creating and maintaining complex spreadsheets, using formulas, data validation, conditional formatting, and generating reports for analysis and decision-making.In-depth knowledge of affordable housing rules, regulations, and compliance requirements.Ability to effectively lease units, including marketing vacancies, ensuring program eligibility, explaining lease terms, and guiding prospective residents through the application and move-in process. Experience leading lease-ups is strongly preferred.Strong written and verbal communication skills, with particular emphasis on professional written correspondence with tenants, vendors, and outside partner agencies.Ability to build positive working relationships with residents, staff, service providers, and vendors.Ability to maintain accurate records, demonstrate leadership, and interact professionally in all situations.Self-motivated, dependable, flexible, organized, and able to prioritize multiple projects while meeting deadlines.Demonstrated ability to make sound decisions, accept training, develop new skills, and work well under pressure.Demonstrates integrity, reliability, professionalism, cooperation, and empathy toward others.Supervision ReceivedThe Floating Property Manager works under the direction of multiple Regional Managers, depending on assignment, and receives indirect supervision from the Director of Property Operations. This position maintains a shared, up-to-date calendar of assigned work sites to ensure clear communication and accountability.The Floating Property Manager provides general supervision to Assistant Property Managers, Maintenance, Janitorial staff, emergency contacts, and other site-level positions as assigned.Essential Job FunctionsThe duties listed below are representative of this position and are not intended to be all-inclusive. Additional duties may be assigned.Physical ManagementSupervises junior staff, including temporary personnel and desk clerks.Schedules vendors and ensures approved work is completed.Ensures vacant units meet Agency standards and required turnaround timelines.Assigns and monitors work orders for timely completion.Ensures compliance with building, municipal, and fire codes.Follows the assigned site's after-hours emergency protocol, including carrying the emergency phone and responding to emergencies.Walks the property daily to maintain curb appeal and promptly identify maintenance needs.Marketing and LeasingMaintains occupancy in accordance with Agency policy.Works with the assigned Regional Manager to market vacancies in compliance with State, Federal, and Local requirements.Reviews rental applications, conducts housing interviews, and prepares accurate compliance files.Walks vacant units daily to ensure they are rent ready.Shows available units to prospective residents.Completes move-ins in accordance with property program requirements and California law.Resident ManagementAttends Agency meetings, regulatory inspections, and site activities.Promotes a positive community environment for residents.Responds to resident concerns in a timely, courteous, and professional manner.Manages resident evictions when necessary.Enforces property rules and regulations consistently.Conducts recertification interviews and ensures timely, accurate completion of files.Collaborates with onsite service providers to support resident needs.Financial Reporting and ManagementCompletes Monthly Aged Receivables, Daily Property Walk Checklists, and other required reports by established deadlines.Prepares itemized Dispositions of Security Deposits in compliance with legal requirements.Balances and maintains petty cash according to Agency policy.Maintains compliance with site budgets under Regional Manager oversight.Establishes and manages resident repayment agreements while following Agency accounting and reporting procedures.Personnel ManagementWorks with Resident Services to resolve tenant issues.Ensures staff conduct is professional and aligned with Agency standards.Coordination with Multiple Regional ManagersWorks under the direction of different Regional Managers based on property assignment.Communicates site-specific needs and provides status updates to the appropriate Regional Manager.Adapts to varying leadership styles, site cultures, and compliance requirements.Scheduling and Calendar ManagementMaintains a shared calendar of assigned work sites, coverage dates, inspections, and compliance deadlines.Coordinates with Regional Managers to ensure efficient site coverage.Provides regular calendar updates to the Director of Property Operations and Regional Managers.Physical RequirementsAbility to travel between locations throughout Santa Clara County and San Mateo County.
