Talent Acquisition Specialist at Phillips Infrastructure Corp. | Bridging Talent and Organization Summary: The Construction Manager for Transmission is tasked with overseeing the development and construction of transmission lines. This role combines in-depth project management skills with robust on-site supervision, ensuring that transmission line projects are executed efficiently, adhere to technical specifications, meet regulatory standards, and are completed on time and within budget. Essential Duties and Responsibilities:

• Lead the on-site management of transmission line construction projects, providing comprehensive oversight from the bidding phase through to project completion.
• Oversee the total construction efforts to ensure adherence to original design, budget, and schedule, including direct interfacing with client representatives, AE representatives, subcontractors, and other relevant stakeholders.
• Supervise and coordinate onsite functions, including scheduling, engineering, material control, and the management of onsite administrative staff in accounting and purchasing.
• Manage the entire project lifecycle for transmission line construction, which includes project initiation, planning, execution, monitoring, and closure.
• Aid in the bidding process for new transmission projects, ensuring all proposals meet stringent technical specifications and regulatory standards.
• Maintain and develop strategic relationships with vendors, subcontractors, and other stakeholders to secure resources and ensure adherence to project timelines.
• Provide high-level technical assistance, such as interpreting drawings, recommending construction methods, and selecting appropriate equipment for transmission projects.
• Ensure compliance with all project procedures, safety program requirements, and work rules. Document any violations, notify project management, and implement corrective actions as required.
• Authorize and approve all project personnel transactions, purchase requisitions, field design change requests, and other administrative actions.
• Directly manage multiple subordinate supervisors responsible for various field operations, ensuring productivity and contractual performance of the project.
• Attract, interview, and vet potential new craft employees to build an efficient team.

Supervisory Responsibilities:

• Directly supervise up to 10 subordinate project supervisors, each overseeing different facets of transmission construction projects.
• Indirectly oversee a broader team of craft employees and contractors across multiple sites, ensuring efficient use of materials and equipment.

Requirements:

• Proven capability in managing large-scale transmission construction projects, with a comprehensive understanding of the technical, regulatory, and safety aspects.
• Extensive knowledge and experience in transmission line construction, including foundation installation, structure installation (spotting, setting, jacking, framing), single/bundled conductor installation (stringing, sagging, clipping), overhead ground wire installation (EHS, Alumoweld, OPGW), guy and anchor installation, matting and access installation, EPZ matting applications, underground utility construction, and surveying.
• Strong leadership, communication, and organizational skills, capable of managing multiple projects and teams.
• Willingness and ability to travel frequently between project sites, including potential out-of-state travel.

Education and Experience:

• Bachelor’s degree in engineering, Construction Management, or a related field.
• Certificate of completion from an accredited apprenticeship training program.
• Minimum of ten years of construction management and/or craft supervision experience, specifically with a focus on transmission lines or similar facilities.
• Extensive knowledge of construction technology, equipment, and methods; craft agreements, jurisdiction, negotiations, engineering, cost control schedules, and safety.

Completion and clearance of this physical are mandatory steps in the hiring process.
