Position Description: The Senior Full Stack Developer will design, build, and maintain modern web applications and APIs supporting a state government agency's digital services and data platform initiatives on AWS. This role is primarily hands-on programming - writing production-quality code across the full application stack using Java (Spring Boot) and/or Node.js on the back end and React or Angular on the front end. The successful candidate will work embedded within an Agile delivery team, contributing to both front-end user interfaces and back-end services that integrate with AWS cloud infrastructure.

Key Responsibilities

• Design, develop, and maintain full stack web applications using React or Angular on the front end and Java (Spring Boot) or Node.js (Express/NestJS) on the back end.
• Write clean, modular, well-tested code following agency coding standards, security guidelines, and accessibility requirements (Section 508 / WCAG 2.1 AA).
• Build and consume RESTful APIs and GraphQL services; integrate applications with AWS services (API Gateway, Lambda, RDS, DynamoDB, S3, Cognito, SQS, SNS).
• Develop event-driven and asynchronous back-end services using Node.js (async/await, Promises, event loop patterns) or Java multi-threading and Spring async capabilities.
• Design and implement microservices using Spring Boot or Node.js/NestJS; containerize services with Docker and orchestrate via Amazon ECS or EKS.
• Write and maintain automated unit, integration, and end-to-end tests - JUnit/Mockito for Java services, Jest/Mocha for Node.js; participate in rigorous code review.
• Implement front-end components in React or Angular that are responsive, accessible, and performant across modern browsers and devices.
• Deploy and manage application builds through CI/CD pipelines (AWS CodePipeline, GitHub Actions, or Jenkins); maintain all configuration in version control (Git).
• Implement application-level security: input validation, OAuth 2.0/OpenID Connect via AWS Cognito, role-based access control (RBAC), and OWASP Top 10 mitigations.
• Optimize application and database performance: query tuning (PostgreSQL/Aurora), caching strategies (ElastiCache/Redis), and efficient Node.js event loop management.
• Monitor and troubleshoot production systems using AWS CloudWatch, X-Ray, and centralized logging (ELK/OpenSearch).
• Contribute to technical documentation: OpenAPI/Swagger specs, architecture decision records, and developer runbooks to government standards.
• Mentor junior developers and conduct technical interviews to support team growth.

Education: This position requires a Bachelor's degree from an accredited college or university with a major in computer science, information systems, engineering, business, or other related scientific or technical discipline. Three (3) years of equivalent experience in a related field may be substituted for the Bachelor's degree. (Note: A Master's degree is preferred.)

General Experience: The proposed candidate must have twelve (12) years of computer experience in information systems design.

• Proficiency in at least one modern front-end framework: React (preferred) or Angular; experience with TypeScript.
• Strong experience with relational databases (PostgreSQL, MySQL/Aurora) and SQL; working knowledge of NoSQL stores (DynamoDB, MongoDB).
• Hands-on experience with AWS application services: Lambda, API Gateway, S3, RDS/Aurora, DynamoDB, Cognito, SQS, CloudFront.
• Experience with Docker containerization and CI/CD pipelines (GitHub Actions, AWS CodePipeline, or Jenkins).
• Solid understanding of web application security (OWASP Top 10, OAuth 2.0, JWT) and Section 508 / WCAG 2.1 AA accessibility standards.
• Experience working in Agile/Scrum teams using Jira or equivalent tools.

Java / Spring Boot

• 5+ years of Java development (Java 11+); strong understanding of OOP, generics, and Java concurrency.
• Hands-on experience with Spring Boot, Spring MVC, Spring Data JPA, and Spring Security.
• Experience with RESTful API design and implementation using Spring Boot; familiarity with Spring Cloud for microservices (Eureka, Config Server, Gateway).
• Unit and integration testing with JUnit 5, Mockito, and Spring Boot Test; experience with test-driven development (TDD).
• ORM experience with Hibernate/JPA; ability to write and optimize HQL/JPQL and native SQL queries.
• Familiarity with Maven or Gradle build tooling and dependency management.
• Experience building and deploying Spring Boot applications on AWS (ECS, Elastic Beanstalk, or Lambda with GraalVM native).

Node.js

• 5+ years of Node.js development; strong command of asynchronous programming (async/await, Promises, event emitters) and the Node.js event loop.
• Experience with Express.js and/or NestJS for building scalable RESTful and GraphQL APIs.
• Proficiency in TypeScript for Node.js services; familiarity with module systems (CommonJS, ES Modules).
• Unit and integration testing with Jest, Mocha/Chai, or Supertest; experience with mocking and test isolation patterns.
• Experience with npm/yarn package management, dependency auditing, and managing Node.js security vulnerabilities.
• Familiarity with serverless Node.js patterns on AWS Lambda including cold-start optimization, middleware layers, and structured logging.
• Working knowledge of Node.js performance profiling tools and memory management best practices.

Specialized Experience: The proposed candidate must have at least ten (10) years of experience in IT systems analysis and programming.
