Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. - This is a developmental position; duties listed below will be performed in a developmental capacity at the GS-04 and GS-05 grade level. At the full performance, GS-06, the incumbent will:
- Perform installation access control for pedestrians and vehicles utilizing standard operating procedures, written orders and regulatory requirement as a guide to access determination for a wide range of unique circumstances.
- Serve as the initial point of contact for the installation's various visitors, provides answers to questions, determines whether appropriate need for access exists, and provides assistance as required.
- Operate and perform research queries on the National Crime Information Center (NCIC) workstation terminal(s) in accordance with federal and state laws.
- Provide authoritative guidance and information on security regulations and procedures, exercising sound judgment and discretion in response to telephone and in-person security inquiries.
- Must be able to obtain and maintain a Secret security clearance.
- Incumbent must be able to obtain and sustain state certification for operating the National Crime Information Center (NCIC) terminals.
- Incumbent is expected to maintain a high standard of conduct in accordance with AR 190-56: Individual Reliability Program.
- This is a Drug Testing Position. Incumbent is required to take a pre-employment drug test and annually/randomly thereafter.
- Shift work is required. Hours of work encompass fluctuating tours of duty to include evenings, nights, weekends and holidays. Overtime may be required as directed and is subject to recall for periods of emergency overtime.
- Incumbent must be proficient in the use of assigned firearms/weapons, pass an initial qualification, and must qualify semi-annually thereafter in the use of assigned firearms/weapons.
- Incumbent must undergo and pass annual medical exams of physical, emotional and mental stability. Standard for medical exams are prescribed in AR 190-56 "The Army Civilian Police and Security Guard Program".
- Incumbent must successfully complete security guard training.
- Employee must be trained and maintain current required certifications in Cardiopulmonary Resuscitation (CPR) techniques and must know first aid. May act as a first responder in a medical emergency.
- Incumbent may be required to wear chemical protection masks, gloves, and other protective equipment, and may be required to be certified in the use of aerosol irritants and baton.
- Incumbent will be required to maintain physical conditioning and pass an annual physical agility test (PAT). Failure to meet the PAT requirements as outline is Army Regulation 190-56 "The Army Civilian Police and Security Guard Program".
- Incumbent must be fully qualified to operate a government vehicle. Must possess and maintain a valid state driver's license.
- Must wear the Department of the Army Security Guard (DASG) uniform in accordance with AR 190-56. Must maintain a high state of appearance and hygiene.
- Employee must obtain and maintain applicable certifications in operating various electronic equipment and sensors.
- Must not have any medical condition that precludes the wearing of a chemical protective mask and over garments.
- Serve as a member of the installation's overall security response capability. The duties and training required require for the employee to carry and deploy a riot baton, carry a protective shield and employ non-lethal ammunitions if necessary.
- Temporary Duty travel (TDY) may be required up to 25%.
- LAUTENBERG AMENDMENT: Must meet the requirements under the Lautenberg Amendment/Domestic Violence Misdemeanor Amendment to the Gun Control Act of 1968.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

- This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. Continued employment requires written certification that it advances the public interest.

- This position does not confer automatic promotion to the target grade.
- Incumbent may be eligible for non-competitive promotion to target position upon meeting time-in-grade restrictions and the following requirements:
- Incumbent demonstrates ability to perform at target grade level;
- Supervisor recommends promotion;
- Incumbent completes all required training, and conditions of employment; and
- Incumbent completes all regulatory requirements for career ladder promotions. Consequently, promotion is not guaranteed.
- Further certification from this announcement may take place up to 90 days beyond the closing date of this announcement.
- Since Alaska is considered a non-foreign overseas location, statutory return rights for current DoD employees are applicable in many circumstances.
