Deputy Chief Human Resources Officer - Risk Officer ($15k Signing Bonus!) (Napa)

About the Role

This at‑will management position is located in Napa County and focuses on risk management, workers’ compensation, insurance, workplace safety, and leave administration.

Signing Bonus

Eligible to receive a $15,000 signing bonus as outlined by the County's Hiring Incentive Policy.

Responsibilities

• Manage general liability, property, and workers’ compensation claims and insurance for a large and diverse organization.
• Provide risk‑management oversight, including identifying, assessing, and mitigating risks associated with operations.
• Advise executive leadership and elected officials on risk, compliance, and operational strategy.
• Build and maintain partnerships across departments to support risk‑management objectives.
• Drive continuous improvement initiatives related to risk and compliance.

Experience and Education

• At least six (6) years of progressive, full‑time risk‑management experience, including general liability, property, and workers’ compensation claims and insurance. Public‑sector experience is highly desirable.
• Bachelor’s degree in public or business administration, accounting, finance, risk management, insurance, or a closely related field. Higher‑degree experience may be considered.

Certifications and Licenses

• Professional certifications such as Certified Risk Manager (CRM), Financial Risk Manager (FRM), Professional Risk Manager (PRM), and Associate in Risk Management (ARM) are highly desirable.
• Possession of a valid California driver’s license.
