GENERAL POSITION SUMMARY
The Field Manager oversees and manages routine tasks related to potable water quality and treatment, wastewater, and sustainability
projects. As department head, they are responsible for coordinating all regular maintenance and management of water lines, water pumping, treatment and storage facilities, sewers, and related amenities.
SUPERVISION EXERCISED & RECEIVED
• This position directly supervises senior team members in the Field Services Department and is indirectly responsible for all personnel in the Field Services Department. The Field Manager is supervised by the General Manager.
ESSENTIAL JOB FUNCTIONS

• Coordinates with consultants, departmental staff, and regulatory agencies (local, state, and federal) for routine maintenance and compliance of all water/wastewater systems including weekly/monthly visits, equipment calibrations and troubleshooting, SCADA monitoring and programming, etc.
• Coordinate scheduling with the Project Department to ensure all compliance and maintenance goals are met during and after major projects.
• Coordinate with the Compliance Department to verify accurate readings for monthly reporting, completed testing as required by State agencies, and testing failures requiring resampling.
• Perform site visits for new clients as requested by the Business Department and provide information to successfully generate a contract.
• Schedule site visits to systems in accordance with contracts to perform work included in base fee or scheduled Time and Material (T&M) work.
• Engage clients and non-clients alike in T&M work needed to improve their system operations and efficiencies.
• Interface with clients and customers who have concerns regarding operations or staff and provide knowledgeable responses.
• Manages field staff by recruiting, selecting, orienting, training, assigning, scheduling, coaching, counseling, and discipling employees; communicating job expectations; planning, monitoring, appraising, and reviewing job contributions; planning and reviewing compensation actions; and enforcing policies and procedures.
• Develop staff by managing performance, setting goals, providing ongoing training, and maintaining strong employee relationships.
• Must be able to meet work schedule and attendance standards.
• Performs related duties as required or assigned.
TOOLS AND EQUIPMENT REQUIRED:
• Variety of hand tools, hand-held power equipment, light, medium, and heavy-duty vehicles and equipment.
• Advanced knowledge of computer and general office equipment and utility software programs including Microsoft office suite.
WORKING CONDITIONS AND ENVIRONMENT
• The environmental conditions and characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
• The working environment will vary from extreme outdoor conditions to indoor job duties. This position regularly supports field staff outside year-round in all weather conditions and will respond as needed but primarily resides in
an office environment.
• Safety procedures must always be followed, as the worker will continually be exposed to hazardous materials, confined space, electrical components, and heavy equipment.
• Workers must be in good physical condition to perform essential job functions.

REQUIREMENT
• High school education or equivalent, bachelor's is preferred
• Five (5) years of progressively responsible experience managing utility systems, preferably in the field of water and wastewater. Three (3) years of supervisory experience.
• Valid Oregon drivers' license, preferably a Class A CDL with tanker and air brake endorsement.
• Must consent to annual Oregon Motor Vehicle Records check and pass Criminal History check
• Must be able to safely lift a minimum of 50 pounds, more with additional help.
• Must be able to physically accommodate and use respirators and self-contained breathing apparatuses.
• Must be physically able to access and egress trenches, manholes and lift stations as well as water reservoirs and towers.
• Must be able to accommodate a weekend or variable shift and/or be on 24-hour emergency call when assigned as part of a rotation.
• Any combination of education and experience which provides the knowledge, skills, and abilities to perform the job.
CERTIFICATIONS (must be obtained within twelve (12) months of employment)
• Water Distribution Level II (D2) or Water Treatment Level II (T2)
• Oregon Flagger certification card - employer provided
• Forklift card - employer provided
• First Aid & CPR - employer provided
• Preference will be given to individuals with higher utility certifications.
