Right of Way Specialist – Land Agent / Easement Acquisition Fully On-Site | Right-of-Way Specialist Liberty Core is seeking an experienced Right of Way Specialist / Land Agent to support land acquisition, right-of-way, and permitting activities for utility infrastructure projects. Important Requirements Candidates MUST already possess an active North Carolina Broker or Broker-in-Charge (BIC) license with the North Carolina Real Estate Commission at the time of application. Candidates who are willing to obtain, are currently obtaining, or are awaiting issuance of their license cannot be considered due to project timing. This position is fully on-site. Remote work is not available. Preferred Reporting Location: Lexington, South Carolina Alternate Location Considered: Alpharetta, Georgia Position Summary The Right of Way Specialist is responsible for performing land and right-of-way acquisition and permitting functions for new construction and operational projects within an assigned project area. This is a senior-level field position requiring 10+ years of relevant experience and the ability to independently manage acquisition, permitting, landowner negotiations, property agreements, and damage settlements with limited guidance from the Land Manager/Supervisor. Key Responsibilities Perform land and right-of-way acquisition and permitting activities for new construction and operational projects. Negotiate with private landowners, tenants, businesses, municipalities, and governmental agencies to acquire necessary land and property rights. Prepare and negotiate legal agreements associated with real property, including easements, leases, temporary workspace agreements, access agreements, licenses, and other required property rights. Assist with the development and evaluation of preliminary pipeline routes. Assist with preparation of project cost estimates, acquisition schedules, and other project planning activities. Review existing easement rights, title information, surveys, plats, legal descriptions, engineering plans, and other property documentation. Prepare reports related to easement rights, title updates, landowner negotiations, claims, and acquisition status. Identify and acquire necessary permits and approvals from private entities and local, state, and federal agencies. Coordinate directly with landowners regarding acquisition, access, construction activities, property impacts, restoration, and damage claims. Assess, negotiate, and settle landowner damage claims. Prepare and issue checks associated with approved damage settlements in accordance with established project procedures. Maintain accurate and complete documentation of landowner contacts, negotiations, agreements, permits, payments, and property rights. Coordinate with project management, engineering, survey, construction, environmental, legal, and other project personnel as necessary. Manage assigned responsibilities and priorities with limited guidance and assistance from the Land Manager/Supervisor. Required Qualifications 10+ years of relevant right-of-way, land acquisition, easement acquisition, real estate, or comparable infrastructure experience. MUST already possess an active North Carolina Broker or Broker-in-Charge (BIC) license through the North Carolina Real Estate Commission. Candidates who are willing to obtain a North Carolina license or are currently in the licensing process will not be considered due to project timing requirements. Demonstrated experience performing right-of-way and land acquisition functions. Experience negotiating easements and other legal agreements associated with real property. Experience with utility, pipeline, energy, or similar infrastructure projects. Knowledge of easements, title documents, surveys, plats, legal descriptions, and property rights. Experience coordinating or obtaining permits from private, local, state, and federal entities. Experience assessing and negotiating landowner and property damage claims. Strong landowner communication and negotiation skills. Ability to independently manage assignments with limited supervision. Ability to work fully on-site and travel as required by project needs. Work Location & Travel This is a fully on-site position. There is no remote-work option. The preferred work location is Lexington, South Carolina . Candidates may also be considered for Alpharetta, Georgia . Regular travel within the assigned project area may be required for landowner meetings, property reviews, permitting activities, agency meetings, and other project needs. When project-related travel exceeds the employee's standard daily commute, approved travel expenses will be reimbursable when discussed and authorized in advance.
