DIVISION MANAGER - BUDGET

Under direction, assists in the oversight of the operations and functions of the Budget division; performs highly specialized financial and budgetary analytical assignments and studies; serves as the budget liaison for the most complex assignments; and performs related work as required.

This is a Countywide Promotional recruitment being conducted to fill a current full-time vacancy in the Finance/Comptroller Department.

About the Position

Washoe County is seeking a strong, strategic, and experienced leader with a comprehensive background in public-sector budgeting, financial management, and complex financial analysis. The successful candidate will bring demonstrated leadership experience and the ability to support the oversight of complex budgetary operations while providing strategic financial guidance that advances the County’s organizational goals and long-term fiscal sustainability.

The selected candidate will possess the ability to interpret, and apply the provisions of diverse federal, state, and local legislation and regulations.

This mission-critical position will serve as a trusted fiscal advisor and strategic budget resource, providing expert guidance on complex budgetary and financial matters, evaluating fiscal and operational impacts, and developing data-driven recommendations that support effective decision-making and the County’s long-term financial sustainability.

This is a Confidential, Unclassified position that reports to the Division Director – Budget.

Four years of professional work experience in budget and/or financial administration for a public agency AND a bachelor's degree from an accredited college or university in public administration, business administration, finance, economics, or closely related field; OR an equivalent combination of related education and experience.

License or Certificate

A valid driver’s license may be required at the time of appointment and must be maintained for continued employment in this classification.

• Leverage strong technical expertise and strategic vision to support sound financial decision making and organizational objectives.
• Demonstrate proven leadership skills and experience, with the ability to inspire collaboration, build trust, and drive results.
• Exhibit initiative and accountability by taking ownership of challenges, developing effective solutions, sharing resources and knowledge, and promoting commitment to the County’s mission, vision, and organizational priorities.
• Provide responsive, responsible, and strategic budgetary and fiscal support to County departments and programs while serving as a trusted financial advisor and business partner.
• Possesses highly developed analytical skills, with a demonstrated ability to make evidence-based decisions and exercise sound fiscal judgment.
• Demonstrate the ability to evaluate complex financial and organizational information into strategic insights and actionable recommendations.
• Exhibit exceptional critical thinking and sound judgment, with experience preparing executive-level summaries, presenting complex information clearly, and providing well-supported recommendations.

Per the Washoe County Background and Reference Checks Policy, new and rehired employees are required to submit to a fingerprint based background investigation.

Washoe County requires its employees to reside in the state of Nevada or neighboring California communities such as Truckee, South Lake Tahoe or Susanville as of their first day of work.

Washoe County hires all new employees at the minimum rate of the salary range and eligible employees may receive an annual merit increase of 5% until they reach the maximum salary for the classification. Upon promotion, current Washoe County employees are placed at the minimum rate of the salary range for the higher classification of the new position OR a promotional calculation, whichever is greater.
