Performs advanced managerial work providing direction and guidance in strategic operations and planning. Work involves establishing the strategic plan, goals, and objectives; developing policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities; reviewing and approving budgets within the department; and supervising the work of others. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.

Directs the activities of Classification and Inmate Transportation Division staff; plans, implements, coordinates, monitors, and evaluates policies and procedures; oversees the development of guidelines, policies, procedures, rules, and regulations; monitors compliance with policies and procedures; and develops and implements techniques for evaluating program activities.

Develops and establishes goals and objectives consistent with the agency strategic plan; plans, develops, and approves schedules, priorities, and standards for achieving goals; directs evaluation activities; identifies areas in need of change and makes recommendations to improve operations; and represents Classification and Inmate Transportation Division at meetings, hearings, trials, conferences, and seminars and on boards, panels, and committees.

Oversees the preparation of management and productivity reports and studies; develops and evaluates budget requests; reviews results of special investigations, internal audits, and research studies; oversees a complaint processing system for the administration and enforcement of agency rules, regulations, policies, and procedures; oversees the development, review, revision, and implementation of legislation; and testifies at hearings, trials, and legislative meetings.

Supervises the work of others; and provides technical guidance in the program area. Performs a variety of marginal duties not listed, to be determined and assigned as needed.

Bachelor's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Major course work in Business Administration, Criminal Justice, Public Administration, or a related field preferred. Ten years full-time, wage-earning program administration, criminal justice administration, or public administration experience to include four years in the supervision of employees. Governmental program experience preferred.

Knowledge of the principles and practices of public administration and management. Knowledge of applicable local, state, and federal laws, rules, regulations, and statutes. Skill to communicate ideas and instructions clearly and concisely. Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public. Skill to manage program activities. Skill to establish goals and objectives. Skill to develop and evaluate administrative policies and procedures. Skill in administrative problem-solving techniques. Skill to interpret and apply rules, regulations, policies, and procedures. Skill to review technical data and prepare technical reports. Skill in public address. Skill to supervise the work of others.

Ability to walk, stand, sit, kneel, push, stoop, reach above the shoulder, grasp, pull, bend repeatedly, climb stairs, identify colors, hear with aid, see, write, count, read, speak, analyze, alphabetize, lift and carry under 15 lbs., perceive depth, operate a motor vehicle, and operate motor equipment.
