Transportation Planner

Transportation Planning Position

Under the supervision of the Planning Director, incumbent will develop and carry out multi-modal (roads, public transit, bicycle, pedestrian, etc.) transportation planning, programs and projects including:

  • Analyzing the existing RSIC transportation system
  • Preparing and presenting reports and maps
  • Developing short and long range transportation capital and operating plans
  • Preparing transportation grant applications
  • Managing transportation projects
  • Coordinating the RSIC transportation system with those of other public and private entities
  • Performing other planning tasks as directed to ensure an effective and efficient tribal transportation system

Duties:

  • Develops a wide variety of technically concise, written and graphic transportation planning reports, studies and plans, utilizing general and specialized computer systems and software, to facilitate movement of people and goods
  • Monitors and adjusts plans to ensure timeliness, relevancy and accuracy in addressing current transportation issues.
  • Applies knowledge of customs, traditions and ways of life prevalent in Native American communities to collect, analyze and interpret census and statistical data required for the transportation planning process.
  • Conducts comparative studies of transportation system use, population structure, economic activity and other socioeconomic variables to prepare technical reports
  • Develops maps, charts, graphs and drawings used in planning studies and reports, coordinating with the Geographic Information System (GIS) program for the collection, management, analysis and mapping of spatial data.
  • Develops efficient and effective transit services, routes, schedules and plans to meet the needs of RSIC members, residents and program clients.
  • Forecasts trends and develops alternatives to achieve goals, identify available financing, substantiate planning recommendations and clarify critical planning proposals, concepts and applications of transportation planning data.
  • Oversees the installation and operation of equipment that collects transportation field data such as traffic speed, volume, system characteristics and global positioning.
  • Meets with the RSIC community to gain input on transportation issues and answer public inquiries regarding transportation matters.
  • Provides transportation information to the public, RSIC programs and other public and private entities through correspondence, newsletters, published reports, public meetings and public service announcements.
  • May serve as a liaison between RSIC and the staff, advisory boards and committees of regional government organizations, local governments, state and Federal agencies and community groups on transportation matters.
  • Working closely with the Funds Development Coordinator, prepares and submits competitive funding applications, grant proposals and other documents necessary to increase community transportation resources and services to meet the growing needs of RSIC.
  • Manages transportation grant programs; ensures grant documents are accurate and complete; ensures grant programs are in compliance with Federal, state and tribal policies and requirements.
  • Working closely with Procurement, develops requests for qualifications, contracts, bids and other documents needed to engage contractors, consultants, service providers and vendors in keeping with RSIC procedures and grantor requirements, • Participates in selecting contractors, consultants, service providers and vendors as applicable.
  • Provides management oversight of contractors, consultants and service providers; monitors performance; reviews financial reports; conducts physical inspections of projects to ensure compliance with regulations and specifications.
  • Other duties as may be required to fulfill the transportation planning function.

Minimum Qualifications:

  • Minimum of Bachelor's Degree from an accredited college or university in community planning, civil engineering, business management, public administration, geography or similar field and two years of professional experience conducting and participating in transportation analysis, planning or research programs; developing studies, reports, and master plans; collecting and analyzing data; forecasting trends and developments; developing alternatives to achieve goals; and identifying available financing; or a combination of five years of education, experience and training in transportation planning, grant writing, land use and statistical data. Prefer AICP Certification and experience in tribal government.
  • Knowledge of Federal tribal transportation programs and procedures including the Indian Reservation Road (IRR) program, Transportation Improvement Program (TAP), Long-Range Transportation Plans, Road Inventory Field Data System (RIFDS) and Tribal Transit program.
  • Knowledge of program administration principles and practices, preferably in a tribal setting.
  • Ability to supervise, monitors, and evaluate transportation planning projects for RSIC.
  • Strong working knowledge of Geographic Information Systems (GIS) including importing data, preparing maps and completing spatial analysis.
  • Ability to work positively under team concept with employees and community.
  • Strong communication skills, both orally and in writing.
  • Working knowledge of program proposal preparation, budgeting, and funding applications.
  • Ability to operate standard computer equipment and office application software. Data base knowledge desirable
  • Must be able to meet and deal in a diverse cultural setting.
  • Must be bondable and be able to pass a security background check.
  • Possession of valid driver's license.
