CASE MANAGEMENT SPECIALIST SUPERVISOR (DJS Case Management Spec Supr Community)

Grade 17 Location of Position DJS/Capital South Region (Montgomery Co.). Rockville, MD. Main Purpose Join Us in Making a Difference at DJS! The Maryland Department of Juvenile Services (DJS) is dedicated to transforming young lives, creating safer communities, and fostering equitable systems. We are seeking passionate individuals for the role of the Case Management Specialist Supervisor, to make a meaningful impact on youth and the community at DJS. The main purpose of this position is to serve as the primary liaison between Case Management Specialists and the Juvenile Court by providing guidance, consultation, and direction to staff appearing before the Court and communicating court directives and instructions. The incumbent manages gatekeeping functions for Community Justice by reviewing detention and commitment court orders, counseling juveniles and parents, monitoring institutional placements, and coordinating the processing and distribution of case records and court orders. The position also testifies in court regarding DJS policies, resource availability, and placement appropriateness, resolves daily operational issues, and directly supervises Case Management Specialists. Responsibilities Making recommendations concerning staff and advising management on operational needs and problems Supervising the preparation and presentation of case materials in juvenile court Reviewing written reports for completeness, clarity, presentation, and proper casework and investigative technique Supervising the communication of court actions involving youth to DJS and other appropriate agencies Preparing detailed reports and formal recommendations for program planning and evaluation Directing the establishment and maintenance of essential files Scheduling, assigning, supervising, and evaluating the work of Case Management Specialists and support staff involved in casework services Interpreting departmental policies and programs to court personnel, law enforcement, other agencies, and parents Providing direction and guidance to staff regarding the handling and resolution of case management issues Conducting staff meetings, conferences, interviews, and training activities related to departmental policies and procedures Keeping abreast of developments in juvenile delinquency services through professional development activities Minimum Qualifications Education: A Bachelor’s degree from an accredited college or university. Experience: Three (3) years of experience providing case management services to emotionally or socially maladjusted, delinquent, victimized or exceptional juveniles in a community or residential setting. Notes: Candidates may substitute possession of an Associate of Arts degree in the social or behavioral sciences or criminal justice from an accredited college or university and two (2) years of experience providing direct services to children in a community or residential setting for the required education. Candidates may substitute possession of a Master’s degree in the social or behavioral sciences or criminal justice from an accredited college or university for one (1) year of the required experience. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Social Services classifications or Social Services specialty codes in the Social Science, Psychology, and Welfare field of work on a year‑for‑year basis for the required experience and education. Preferred Qualifications A Bachelor’s degree in a Social or Behavioral Science major such as Criminal Justice, Sociology, Human Relations, Psychology, Child and Adolescent Studies, Social Work, or other closely related field. At least one (1) year of supervisory experience in providing services to youth in a community or residential setting. At least one (1) year of experience supervising lower‑level Case Management Specialists in a community or residential setting. Limitations on Selection This recruitment is limited to current DJS employees only. Licenses, Registrations and Certifications Employees appointed to positions in this classification are required to become fully certified by the Maryland Correctional Training Commission within 90 days of appointment and maintain certification while employed. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland. Employees in this classification employed at DJS Youth Centers may be required to complete a Board approved medication technician training program and possess a valid Maryland Board of Nursing (MBON) certification as a Medication Technician. Special Requirements U.S. Citizenship or resident alien status. At least 21 years of age. Thorough background check, including fingerprinting and drug testing. Oral interview.
