Summary The Fleet Manager is responsible for planning, coordinating, and directing the work operations for the fleet vehicles at the Richard L. Roudebush, VAMC facility in Indianapolis, IN. The position is in the Facilities Management Service & functions as on-site expert in fleet management. Incumbent is responsible for instructing individuals in safe operation and maintenance on assigned vehicles, and appropriate procedures to follow in the case of an accident or emergencies. Responsibilities Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The Job Announcement is for the Recruitment of the GS-7. Duties of the position may include but are not limited to the following: Fiscal Management of Fleet: The Fleet Manager is responsible for the full financial oversight of the facility's fleet operations. This includes developing and managing operating budgets, initiating commercial job orders, and processing billing adjustments for internal and external customer agencies. The incumbent monitors vehicle operating costs, analyzes utilization data, and recommends changes to fleet composition to ensure optimal performance and cost-efficiency. They coordinate and validate data submitted by various services, ensuring accuracy in reporting and compliance with Department of Veterans Affairs and General Services Administration standards. The Fleet Manager orders and cancels credit cards, reviews monthly statements for accuracy, and investigates any indications of misuse or fraud. They reconcile charges and participate in random audits conducted by the Fiscal Service. The incumbent regularly reviews budget activity, identifies trends or anomalies such as multiple large repairs, and communicates potential impacts to leadership. They ensure vendor billing complies with tax-exempt procedures and maintain quarterly spending reports to keep supervisors informed of control point activity. The Fleet Manager plans and coordinates the vehicle rotation program by analyzing utilization patterns and scheduling vehicle usage to maximize efficiency and extend vehicle life. Program Administration: The Fleet Manager leads the planning, coordination, and administration of the facility's fleet program. They maintain expert-level knowledge of applicable regulations and policies, including those issued by the Federal Management Regulation, Environmental Protection Agency, General Services Administration, and state licensing authorities. The incumbent continuously researches updates to ensure the facility remains in full compliance and proactively reports any non-compliance or deficiencies to higher management, along with recommended corrective actions. They communicate fleet policies and procedures to all employees who operate or manage vehicles and equipment, using various formats such as in-person meetings, phone calls, emails, memos, and formal correspondence. Maintenance and Service Contracts of Vehicles: The Fleet Manager oversees all maintenance and service contracts related to fleet operations. They evaluate the need for service agreements with vendors and other federal agencies, considering cost, reliability, and operational benefit to the government. The incumbent administers contracts for fuel delivery, global positioning system tracking, and vehicle maintenance, ensuring adherence to all terms and conditions. They plan, direct, and coordinate maintenance requirements for vehicles operating at the medical center and affiliated community clinics. This includes inspecting commercial maintenance providers, managing vehicle modifications and accident repairs, and determining when repairs are uneconomical. The Fleet Manager develops detailed programs for vehicle service, storage, and usage, ensuring that all vehicles are maintained in accordance with Department of Veterans Affairs and General Services Administration standards. Qualifications To qualify at the GS-07 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-06 grade level in the federal employment. Applicants must meet all requirements by the closing date of this announcement, 07/03/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Advanced technical knowledge of fleet management operations, including budgeting, procurement, maintenance, regulatory compliance, and contract administration. Demonstrate analytical skills, sound judgment, and the ability to apply complex regulations and policies to real-world scenarios. A thorough understanding of Department of Veterans Affairs directives, Federal Fleet Management Guidelines, and environmental stewardship principles is essential. Proficiency in software systems such as Microsoft Office Suite, Centralized Automotive Reporting System, and General Services Administration databases is required. Conduct training, leading meetings, and communicating effectively with diverse audiences. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary but includes walking, standing, bending, and lifting items such as supplies and vehicle parts. The incumbent may also be required to drive a vehicle and travel to off-site locations. Working Conditions: Duties will be predominantly performed in the Veteran Transportation Service program office with intermittent trips to various locations throughout the Medical Center's catchment area both in and near patient care areas where there may be risk of exposure to disease.
