Health Program Administrator (NY HELPS) - 51154

Duties Description Bureau Management: Assist with developing and posting materials to the Bureau website and distributing communications. Monitoring: Monitor the Bureau Mail Logs for inquiries from regulated parties and the public, reaching out to program staff and subject matter experts as needed. Process Improvement: Participate in process improvement projects undertaken by the Bureau. Other: Other tasks as required. Transplant Council Meeting Coordination: Schedule and coordinate meetings with Transplant Council members, ensuring all necessary arrangements are made, including agendas, distribution, and creation of meeting materials and taking minutes. Distribution: Distribute all meeting materials prior to and after meetings to all pertinent parties. Operations: Tend to all operational details during the meeting. Licensure, Survey, and Surveillance Correspondence Management: Managing correspondence and inquiries from legislators, advocates, and the public. Research: Conduct research of laws, rules, regulations, federal requirements, and program procedures, tracking correspondence in progress and ensuring appropriate routing to senior staff for final review and disposition. Public Policy FOIL Response: Coordinate the Bureau's response to FOIL requests and assist in assembling responsive documents. Registry and Contract Management Contract Support: Contract support, including reviewing and processing vouchers in the State Financial System. Living Donor Support Act / Program Program Support: Review program applications and work with applicants and transplant centers to ensure required materials and documentation are provided. Reimbursements: Authorize reimbursements to living donors and maintain required documentation of applicants, requests for reimbursement, and reimbursements provided. Data Management: Document and enter data as required to review, evaluate and process living donor applications for reimbursement. Program Evaluation and Performance Improvement Data Collection: Assist with and contribute to the identification, collection, and entry of programmatic data elements into a program monitoring system. Compliance Monitoring: Assist in monitoring compliance with established protocols. Process Improvement: Assist in identifying opportunities for improvement and implementing improvement plans. Permanent Transfer Candidates Minimum Qualifications: Current NYS Department of Health employee with one year of permanent or contingent‑permanent, competitive service as a Health Program Administrator, SG18, or current NYS employee with one year of permanent or contingent‑permanent service in a position eligible to transfer under Section 52.6, 70.1, or 70.4 of the NYS Civil Service Law to Health Program Administrator Trainee 1, NS, Health Program Administrator Trainee 2, NS, or Health Program Administrator, SG18. Non-Competitive Candidates Via NY HELPS Health Program Administrator Trainee 1, NS: Four years of experience in the administration, supervision, and oversight of programs including but not limited to the design, implementation, and assessment of program effectiveness; OR an associate's degree and two years of experience; OR a bachelor's, master's, or doctoral degree. Health Program Administrator Trainee 2, NS: Five years of experience in the administration, supervision, and oversight of programs including but not limited to the design, implementation, and assessment of program effectiveness; OR an associate's degree and three years of experience; OR a bachelor's degree and one year of experience; OR a master's or doctoral degree. Health Program Administrator, SG18: Six years of experience in the administration, supervision, and oversight of programs including but not limited to the design, implementation, and assessment of program effectiveness; OR an associate's degree and four years of experience; OR a bachelor's degree and two years of experience; OR a master's and one year of experience; OR a doctoral degree. Preferred Qualifications Minimum 2 years’ experience working in a public health, community health, or health care-related position; experience in contract management or processing applications and/or vouchers; experience with data entry, maintenance, and tracking of program data; experience in working with groups and stakeholders, capturing discussions into notes and contributing to recommendations and decisions; strong interpersonal, written, and verbal skills and the ability to create and maintain supportive working relationships; and strong organizational skills including the ability to multitask and respond to changing priorities and timeframes. Additional Comments Working in the Bureau of Organ Donation and Transplantation within the Office of Primary Care and Health Systems Management, Center for Healthcare Provider Services and Oversight, Division of Hospitals and Diagnostic & Treatment, the selected individual will work with a multidisciplinary team of Program, Fiscal, and Nursing staff to perform key Bureau management, administrative and communication tasks, and act as a liaison between the Bureau and internal and external stakeholders. This position is part of the NYS HELPS program. No examination is required. This position may require travel throughout New York State, including overnights, to areas not served by public transportation.
