PROGRAMME MANAGEMENT OFFICER, ADMINISTRATION, New York City

Org. Setting and ReportingThis position is located in the Operational Training Section in the Capacity Development and Operational Training Section (CDOTS), Office of Support Operations (OSO), Department of Operational Support (DOS). The Programme Management Officer reports to the Senior Programme Management Officer within the Service. The focus of the Programme Management Officer is to support the development, implementation, monitoring and evaluation of operational capacity development, training and learning programmes for a global Secretariat audience. Programme areas will include but are not limited to human resources, finance, logistics, procurement, medical support, governance, resource stewardship and integrated operational support skills. The Department of Operational Support (DOS) provides end-to-end operational support, advisory services and other solutions to the operating entities across the Secretariat, including other departments, offices-away-from-headquarters, field missions, and regional commissions. The Capacity Development Operational Training Service (CDOTS) provides operational training, including training on enterprise resource management system and leads as the main facilitator of business process management activities in the UN Secretariat. ResponsibilitiesWithin delegated authority, the Programme Management Officer will be responsible for the following duties: · Participates in the development, implementation and evaluation of training and capacity development programmes in the areas of human resources, finance, logistics, procurement, medical support, governance, resource stewardship, integrated operational support skills and knowledge management; identifies problems and issues to be addressed and proposes corrective actions; coordinates with relevant parties, focal points and DOS clients; identifies and tracks follow-up actions. · Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. · Researches, analyzes and presents information to operational capacity development, training and learning including the preparation of evaluations or other research activities and studies. · Keeps abreast of applied learning developments and methodologies through research, analysis and the presentation of information gathered from diverse sources related to the areas of operational capacity building, learning and training. · Assists in strategy development and trends related to operational capacity development, training and learning including the preparation of evaluations or other research activities and studies. · Undertakes survey initiatives pertaining to operational capacity development, training and learning; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. · Prepares various written outputs, e.g. notes, memos, draft background papers, strategy documents, trend analysis, sections of reports for Knowledge Management as required. · Provides substantive support to operational capacity development, training and learning, to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.. · Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. · Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. · Performs other duties as required. PLANNING & ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently. CLIENT ORIENTATION: Considers all those to whom services are provided to be \"clients\" and seeks to see things from clients' point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients' needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients' environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client. EducationAn advanced university degree (Master’s or Doctorate degree, or equivalent) in business administration, management, learning management, sociology or related fields is required. A first-level or advanced degree (Bachelor’s, Master’s or Doctorate degree, or equivalent) in any fields of studies with two additional years of relevant work experience may be accepted in lieu of an advanced university degree in the specified fields of studies. Job - Specific QualificationNot available. Work ExperienceA minimum of five years of progressively responsible experience in learning management projects, capacity development and training, or related area is required. Experience in designing and supporting capacity development training programs is required. Experience in developing and/or delivering different training modalities, including in-person and hybrid learning is desirable. Experience in designing learning solutions that utilize behavioural methodologies to facilitate better decision-making is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required and knowledge of French is desirable. Knowledge of another official United Nations language is desirable. AssessmentEvaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview. Special NoticeAppointment or assignment against this position is for an initial period of one year. This post is financed by the Support Account for Peacekeeping Operations. The appointment or assignment and renewal thereof are subject to the availability of the post or funds, budgetary approval or extension of the mandate.
