Duties

Help

• The duties may include, but are not limited to:
• Leading strategy and coordination efforts to ensure that the New World Screwworm (NWS) aviation program and related operational activities align with animal health and trade policy.
• Identifies resources required to perform hazard and risk assessments to proactively address the challenges of emerging animal and plant health situations
• Conducts regular reviews and analysis of aviation capability, hazard, and vulnerability assessments and reports findings
• Serves as APHIS NWS aviation coordinator and representative in meetings involving issues of agency-wide importance
• Prepares special briefings regarding NWS operations.
• Supervise a staff of Emergency Management Specialists/NWS aviation Officers

• Testing Designated Position: Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.
• In accordance with Office of Government Ethics regulations concerning conflict of interest, the incumbent will be required to submit a financial disclosure report within 30 days of their effective date of appointment and annually thereafter.
• All USDA employees are required to be enrolled in Continuous Vetting, which authorizes government agencies to receive notifications of criminal activity on individuals who hold low risk, public trust, or national security positions.
• This position requires a Secret Security Clearance and Contracting Officer Representative Level I qualification, and incumbent is required to obtain this qualification within twelve months of being appointed to this position.
• If selected, you will be required to be on-call 24-hours a day during times of emergency and will be required to work alternate duty hours when necessary.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

• Evaluating aviation operational risks as applicable to NWS strategy and developing mitigation strategies, including accessing aircraft availability, environmental and geographic constraints, airfield capabilities, mission limitations, and contingency requirements to support safe and effective dispersal operations.
• Providing technical oversight and leadership for aviation programs involving government and/or contracted aircraft including coordinating with pilots, contractors, program officials, and regulatory authorities, and ensuring operations comply with applicable aviation policies both domestic and international, safety standards, and operational requirements
• Planning, coordinating, and overseeing aviation operations in support of NWS response, including evaluating aircraft capabilities, operational requirements, flight planning, logistics, safety and resource allocation to ensure aviation assets effectively support mission objectives.

Note: There is no education substitution for this grade level.

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
