Right of Way Technician Job ID: 91683 | Location: Roseville | Job Class: Transportation Specialist / Transportation Generalist Senior Full‑time, day shift, Monday–Friday. Telework eligible. Nonexempt. Classified. Bargaining Unit: 207 – Technical/AFSCME. Salary range: Transportation Specialist $28.65–$39.07 hourly ($59,821–$81,578 annually). Transportation Generalist Senior $27.14–$35.09 hourly ($56,668–$73,268 annually). Job Duties Prepare and complete right‑of‑way packages to maintain accuracy and project schedule. Handle reconveyances, turnbacks, leases, limited‑use permits, and access‑control changes to comply with statutes, policies and regulations. Acquire and manage right‑of‑way property to enable project timing. Maintain right‑of‑way records/files for pre‑ and post‑acquisition activities. Prepare exhibits for eminent domain hearings or jury trials. Operate Open Roads Designer, MicroStation and AutoCAD for package preparation, computation and submittal. Integrate and correct electronic files to produce final right‑of‑way mapping. Assist consultants to ensure compliance with MnDOT standards. Communicate with the public and property owners to provide accurate information. Organize and research data for field survey crews to maintain accuracy, efficiency and effectiveness. Prepare and review complex building demolition sheets. Conduct field reviews to prepare right‑of‑way non‑encroachment certificates. Notify maintenance of encroachments for removal to meet regulatory compliance. Act as right‑of‑way manager substitute in project meetings and customer service requests. Minimum Qualifications – Transportation Specialist Four years of right‑of‑way experience using computer‑aided drafting and design. Three years of experience in design, pre‑design, survey or right‑of‑way activities plus one year in related areas (survey, design, road maintenance, materials/soils, permits). Three of the four years must include CADD. Educational substitutions: 2‑year Civil or Construction Technology degree, or 4‑year degree in Architectural, Civil, Mechanical Engineering, Land Surveying/Geomatics, or equivalent. Submit transcripts. Working knowledge of English required. Qualifications – Transportation Generalist Senior Two years of right‑of‑way experience; or Two years of experience in inspection and processing of right‑of‑way permits, construction plan reading, surveying, design, pre‑design, Traffic Engineering, or water resource plan review. Educational substitutions: same as above. Working knowledge of English required. Physical Requirements Varying demands; may require walking, standing, moving, pushing and pulling.
